Study On The Compilation Of Land Use Planning Under The Background Of Rural Revitalization Strategy

Optimizing the allocation of land resources plays an irreplaceable important role in the implementation of Rural Revitalization strategy.It is necessary to make full use of the micro-scale planning of village-level land use planning to optimize the allocation of land resources and coordinate the scale,structure,layout and timing of land use in all walks of life.However,rural land use and management are still facing problems such as extensive and inefficient land use,scattered construction layout,lack of public facilities,rural landscape degradation and so on,which is not conducive to the implementation of Rural Revitalization strategy.Therefore,this study took the compilation of land use planning of Dongfeng Village in Yongan City of Fujian Province as an example,chose the scientific and rational use of planning methods and techniques,conducted the "one map" to control the development and planning of villages,and made it fit for the revitalization and development of villages.Finally finish the compilation of the suggestions and countermeasures about village-level land use.The results show that:1.Under the background of rural revitalization and development strategy,the compilation of village-level land use planning should be in line with the rural revitalization and development.Focusing on the current situation and existing problems of village land use,the objectives and tasks of land planning should be clarified。In addition,the core content of land use planning are land use structure and layout adjustment,land use zoning,comprehensive land improvement,and land use zoning control,which are useful for optimizing the layout of land use for agricultural production,village construction,ecological protection,industrial development,and cultural heritage.2.In combination with the requirements of the rural revitalization strategy,the village-level land use planning should be fully utilized to optimize the allocation of land resources.The proposal for“three-in-one”symbiosis concept of production,living and ecology is to make overall planning of the land use activities of agriculture and rural areas,rational arrangements of construction space,agricultural space and ecological space.This can realize the“multi-regulation integration”at the village level and the land management and control of“one map”.3.The result of the compilation example showed that the land use planning based on the village scale can combine the actual natural economic and social conditions of the local villages,fully consider the willingness of the villagers and construction,comprehensively study the objectives and tasks of land use management,and coordinate the various land use activities in agriculture and rural areas.Meanwhile,it.is reasonable for delineating the "three-life" space of production,living and ecology,and constructing a modern agricultural industrial system,production system,and management system.The planning and implementation has strong feasibility and operability,and can provide land element guarantee for the effective implementation of the rural revitalization strategy.However,the village-level land use planning is subject to greater constraints by the superior planning,and the land use structure adjustment is more subjective.
