In order to solve the problems of low coverage of banking financial institutions in rural areas and insufficient financial supply,in 2006,the CBRC issued "Several Opinions on Adjusting and Relaxing the Admission Policy for Rural Financial Institutions in Rural Areas to Better Support the Construction of a New Socialist Countryside" ",The pilot work of the village and town bank was launched.As of the end of December 2019,Hebei Province has established 312 village and town banks,including the head office and branches.After 11 years of development,Hebei Village and Town Bank has become an important institution serving the "three rural" and small and micro enterprises.It meets the diverse financial needs of local farmers and activates the rural financial market.With the gradual maturity of the development of village and town banks in Hebei Province,the supporting country and the village and town bank system introduced by Hebei Province are also constantly improving.Changes in the system have brought about rapid development of the village and township banking industry,but at the same time as the rapid development of the village and township banks,people may be more concerned about whether this rapid development is a healthy development and whether it can continue.The village and township banks are guided by policies Whether it can adapt to the external environment.How the effect of the evolution and changes of the village and township banking system in Hebei Province determines the long-term and stable development of the village and township bank in Hebei Province.The healthy development of the village and township bank is of great significance to serve the "three rural" and realize the strategy of rural revitalization.Based on the perspective of the "adaptive efficiency" of the system proposed by North,this paper explores whether the village and township banking system has adaptive efficiency by analyzing whether the development of the village and township banking in Hebei Province and the development of the rural social and economic environment in Hebei Province are coordinated,and then judges Hebei Whether the village bank can develop fast and healthy in the long term.The research content of this article is mainly divided into five parts:First,on the basis of the definition of the rural banking system,adaptability and adaptive efficiency,it combs the rural financial theory,adaptive efficiency theory and institutional change theory,for the adaptability of the rural banking system in Hebei Province The empirical analysis of efficiency provides a theoretical basis.Second,to sort out the policies related to village and town banks issued by the country and Hebei Province,and analyze the adaptability of the system of village and town banks in terms of system demand background,system supply,and system implementation effects.Third,construct the evaluation index system of the adaptive efficiency of the village and township banking system in Hebei Province,use factor-elastic analysis method to conduct empirical research on these indicators,and explore the level of the adaptive efficiency of the village and township banking system.Fourth,through analysis,it is found that the adaptive efficiency of the village and township banking system in Hebei Province is low,and the reason is related to the external environment,the village and township banking system itself and its own aspects.Fifth,aiming at the reasons for the low adaptive efficiency of the village and township banking system in Hebei Province,on the basis of constructing a dynamic mechanism of the adaptiveness of the village and township banking system in Hebei Province,suggestions are made to improve the adaptive efficiency of the village and township banking system in Hebei Province.This article draws the following conclusions:the overall efficiency of the village and township banking system in Hebei Province is relatively low;the reduction in the level of service provided by the village and township banks to the "agriculture,rural areas,and farmers" has led to a low system adaptation efficiency;The manifestation of low sexual efficiency.The innovation of this article is from the perspective of system adaptability,using North's "adaptive efficiency" theory,to conduct research from a single financial institution-village banks;to build an evaluation index system of village banks adaptability efficiency and to the village banks of Hebei Province Dynamic quantitative analysis of adaptive efficiency;constructing a dynamic growth mechanism of the dynamic village and town bank system accompanying changes in rural small and micro capital needs.The shortcoming is that the survey of rural banks has not been fully covered,and the representativeness of the conclusions of the research needs to be improved.
