Now economic globalization has entered a stage of low-speed development, the novel coronavirus epidemic has even had a serious impact on the world economy. Many countries have responded to the threat of "anti-globalization" by seeking regional economic integration. The outstanding performance of the Asia-Pacific region in regional economic cooperation has become a new focus of attention in international economy and trade. As the main driving forces of economy in Northeast Asia,China,Japan,South Korea,Russia and Mongolia have made important contributions to regional economic cooperation. In face of the changing international situation, finding new growth points to stimulate economic vitality is one of the ways to maintain economic growth. The formal entry into force of the Trade Facilitation Agreement has injected new momentum into global trade growth on February 22,2017.From the perspective of trade facilitation, this paper obtains the research progress of trade facilitation in Northeast Asia through literature analysis.Based on the relevant research on the impact of trade facilitation on the regional economy, firstly,it analyzes the economic and trade development of the Northeast Asian countries and the restrictive factors of the economic and trade development of the five Northeast Asian countries, and calculates the potential of economic and trade cooperation among the five countries by combining the three indexes of foreign trade dependence, bilateral trade combination and bilateral trade complementarity of China,Japan,South Korea,Mongolia and Russia. The results show that the overall trade dependence of Northeast Asian countries is strong.Trade between the five countries is complementary and has certain trade potential. It further expounds the current situation of the level of trade facilitation in Northeast Asian countries, analyzes the conditions affecting the level of trade facilitation in the five countries, and finds that the degree of trade facilitation in Northeast Asian countries is uneven, and there are mainly three restrictive factors of trade facilitation.first, the trade structure is uneven, the economic level is different;second, trade policies are inconsistent and there are obstacles to customs clearance;third, trade protectionism shows a trend of development.Secondly, the GTAP model is used to simulate the impact of the improvement of the level of trade facilitation on the macro-economy,trade and different industries of the five countries in Northeast Asia and other countries outside the region. The simulation results show that the improvement of the level of trade facilitation is conducive to the deepening of economic and trade cooperation among countries in Northeast Asia, the adjustment of trade structure and the improvement of residents’ welfare. Finally, according to the empirical simulation results, combined with the current situation of trade facilitation in Northeast Asian countries,it is proposed that Northeast Asian countries can start with the construction of China-Japan-South Korea free trade zone and the construction of China-Mongolia-Russia economic corridor.Actively promote the construction of China-Japan-South Korea free trade zone, cultivate market providers in Northeast Asia, and improve the ability of the whole region to resist external risks; We will speed up the construction of the China-Mongolia-Russia economic corridor, adjust the trade structure, and promote diversified trade. For the whole Northeast Asia region,we should comprehensively enhance the level of trade facilitation on the basis of the construction of the two lines, and deepen trade cooperation based on the factor endowments and policy characteristics of various countries. On the basis of this study,I hope to provide some reference and ideas for promoting economic cooperation and economic integration in Northeast Asia. |
