At present,with the rapid development of urbanization and the rapid growth of urban population,the problem of traffic congestion is inevitable to become the "common problem" of many big cities,while urban rail transit has obvious advantages in alleviating urban traffic congestion,improving the efficiency of traffic operation,and becomes an important choice to solve the problem of urban traffic congestion.Qingdao started to build urban rail transit in 2009.At present,there are 4 lines of Metro 2,3,11 and 13.According to the line planning,by 2022,Qingdao is expected to have 8 lines in operation,with an operating mileage of 330 km,a total investment of 161.2 billion yuan,and an average annual investment of 40.3 billion yuan.Such a large-scale construction of subway lines will inevitably make Qingdao's finance bear huge pressure,which has become the primary problem restricting the planning and construction of Qingdao's subway for a period of time and even years to come.At present,among the lines under construction or operation,the capital sources of Qingdao metro construction are mainly government financial expenditure,loans from commercial banks and corporate bonds issued by metro companies,with obvious limitations.In order to effectively solve the current outstanding problems,the Qingdao municipal government actively responded to the national policy,vigorously promoted the cooperation mode between the government and social capital,adopted the PPP project financing mode,and introduced social capital to jointly invest in the construction of the subway.In the process of urban rail transit construction,applying PPP mode,government departments and social capital can achieve a win-win situation,and then give full play to the advantages of government and social investors,make up for their own shortcomings,thus reflecting the advantages of applying PPP investment and financing mode in urban rail transit.In this context,firstly,this paper investigates the main factors affecting the selection of investment and financing mode of urban rail transit,traditional financing mode,summarizes the existing main problems on the basis of full analysis,summarizes the relevant literature at home and abroad in this process,fully draws on and draws on the previous research results;secondly,the advantages of PPP investment and financing mode of urban rail transit,operating environment,etc Based on the analysis,this paper analyzes the feasibility of adopting PPP mode for Qingdao Metro Line 6 and the main risk factors of the project.At last,it puts forward the specific measures for the implementation of the project from the perspectives of government,risk control and project,which can ensure the smooth implementation of PPP mode in Qingdao Metro Line 6.
