Research On The Life Cycle Evaluation Of Military Enterprises' Pre-research Project

In order to improve the innovation ability of equipment manufacturing industry,the state continues to strengthen the support for the equipment manufacturing industry in terms of policy,continuously increases the investment in equipment research projects,and puts forward the important guiding principle of "Pre-research goes ahead of the rest".Pre-research is the basis of equipment research,in response to the call of the state,many military enterprises have invested a lot of manpower,material resources and funds to accelerate the Pre-research project research,so as to meet the construction requirements of the development of national weapons.At present,many military enterprises lack a set of systematic and scientific project evaluation system in the management of Pre-research projects.Most of the Pre-research projects are evaluated by subjective evaluation,lacking of quantifiable comprehensive evaluation methods,and most of the evaluation works are focused on project application evaluation and project acceptance evaluation.Due to the lack of effective evaluation methods for Pre-research projects,it is increasingly difficult for China's military enterprises to manage Pre-research projects.Therefore,it is necessary and urgent to establish a scientific and effective evaluation mechanism for Pre-research projects.In order to improve the management level and evaluation quality of military enterprises' Pre-research projects,this paper studies the whole life cycle evaluation of Pre-research projects from the perspective of full life cycle management.First of all,the whole life cycle of the Pre-research project is confirmed,the main work contents of each stage are sorted out,and the key factors affecting the work of each stage are analyzed,thus the whole life cycle evaluation system of the Pre-research project is established.The first level includes 10 evaluation indexes,and the second level includes 25 specific evaluation indexes.Secondly,this paper builds a fuzzy comprehensive evaluation model of Pre-research project.AHP is used to determine the weight of each index in the evaluation system,then fuzzy comprehensive evaluation is used to evaluate the Pre-research project,so as to realize the quantitative treatment of the qualitative description index of the Pre-research project.Finally,this paper selects a Pre-research project for empirical research,and uses the established Pre-research project life cycle evaluation model to evaluate the project.According to the evaluation results,the scientificity and operability of the evaluation model are verified.At the same time,through the analysis of the evaluation results,the paper puts forward measures to improve the management level of the Pre-research project.These methods can provide reference for other Pre-research projects in the future.
