Research On The Evaluation And Improvement Of The Utiliza-Tion Efficiency Of Rural Homestead In Xishan District Of Wuxi City

Since the Reform and Opening,with the promotion of the urbanization and industriali-zation,As China's overall ecoomic strength continues to increase,it also creates a special system of dual urban-rural division.Meanwhile,the huge economic income gap also leads to the increase rural migrant labourers,many rural youth labourers keep rushing into urban ar-ea.Some of them settle down in urban,leaving their rural housing land idle and discarded in a long time.And with other factors such as the low-level exploitation of rural,the lack of unified town planning,the failure of rural government management and the faint legal con-sciousness of peasant,causes scattered distribution of rural residential areas,the low home-steads utilization efficiency and "One household has more than one homestead".In gen-eral,due to the low utilization efficiency of homesteads in China,a large amount of land re-sources are wasted.The basic national condition of our country is "too many people and less land".The overall scarcity of land resources and the waste of rural homesteads are obvious-ly contradictory.As the growth rate slows and the economy and society have entered the new normal.it is particularly urgent to make efficient use of homesteads resources.In view of the above background,this paper uses Xishan District of Wuxi City as an example to describe the use of urban homestead based on the micro-perspective of the ad-ministrative village and the socio-economic data of all the administrative villages surveyed and the relevant data on the use of urban homestead.The entropy method measures the effi-ciency of the use of rural house sites,and based on the calculation results,selects the rele-vant factors from the three levels of population,land,and economy in the development of administrative villages to substitute multiple regression models for empirical analysis,and determines the inefficient use of homesteads for micro-village-level reasons.The main results are as follows:(1)The phenomenon of "One household has more than one homestead" in home-steads in each township of Xishan District is not very common.However,In fact,the area of homesteads exceeds the standard in individual housing is still very common.Parcel area per household reaches more than 200m2 in Yangjian town and Donggang town exceeding rele-vant regulations of Jiangsu Province.On the whole,the housing mainly has one floor of most towns.The use efficiency is not high.(2)The entropy method shows that the utilization efficiency of homestead in various administrative villages is different.The efficiency ranges from 1.0 to 1.5 accounts for 73%,0 to 0.5 for 2.3%,0.5 to for 13.5%,above 1.5 for 11.1%.(3)The variables such as the total number of household registration population in rural areas,the number of migrants,and the proportion of people engaged in secondary and tertiary industries in rural household registration have a significant negative effect on the efficiency of the use of rural house sites.The income per capital obtained from village col-lectives by the villagers at the economic level and the village collective management Varia-bles such as household business income have a significant positive effect on rural home-stead utilization efficiency.In view of the above conclusions,relevant suggestions and policies are proposed to provide reference for the protection of rural land resources in other regions,improvement of homestead utilization efficiency,and promotion of optimal allocation of land resources.
