In the past 40 years of reform and opening up,China's economic development has changed with each passing day,from a small total economic volume and backward infrastructure to becoming the second largest economy in the world.Both comprehensive national strength and international influence have made historic strides,and the achievements have attracted worldwide attention.The purpose of economic development is to improve the well-being of people's livelihood,improve social welfare and enhance the well-being of the people.The social welfare effect of economie growth also presents different characteristics in different stages of economic development.Generally speaking,in the early stage of economic development,the effect of economic growth on the promotion of social welfare is significant.With the improvement of the level of economic development,high-speed economic growth is often accompanied by some negative.The effects,such as traffic congestion,environmental deterioration,disparity between the rich and the poor,high house prices and excessive survival pressure,hinder the further improvement of welfare levels,weaken the correlation between economic growth and people's livelihood and well-being,and may even be delinked.What is the social welfare effect of China's economic growth in recent years?Can we further improve the level of social welfare under the condition of slowing economic growth?It is the focus of this study.This paper investigates the historical process of the evolution of economic growth and social welfare level in China since the reform and opening up,and analyzes and summarizes the relationship between economic growth and social welfare in all stages of economic development.It is preliminarily proved that with the increase of the total economic scale of our country,the negative influence is becoming more and more obvious,and the social welfare effect of economic growth becomes weaker.Further from the macroeconomic perspective,based on the theory of welfare economics,feasible ability and sustainable development,this paper makes a deep analysis of the connotation and influencing factors of social welfare.It is considered that the influencing factors of the broad social welfare index are,first of all,the acquired material wealth,which is reflected in income,eonsumption and division.The second is the social security part,which includes employment,medical care,education,pension,housing,and the living environment related to government behavior,family atmosphere and natural conditions.Based on the above analysis,the evaluation index system of social welfare is established,and the social welfare effect of economic growth index and social welfare index in China during 2003—2017 is analyzed by calculating the economic growth index and social welfare index by entropy method.The results show that the leading role of economic growth in promoting social welfare in China has been weakened,and compared with the higher economic growth rate,the growth rate of social welfare is lower.Therefore,we should look at economic growth correctly and fully understand that economic growth is not an end in itself,but a means of improving the well-being of the people's livelihood,if the social welfare effect of economic growth has weakened.We should gladly accept the fact that economic growth is slowing gradually and face the new normal calmly.Devote more energy to environmental improvement and social security that can improve the level of welfare,give full play to the leading role of the government,and encourage support for non-profit organizations at all levels,Strengthen the consciousness of corporate social responsibility,improve people's livelihood and build a harmonious society under the condition of medium and high speed or even medium and low speed economic growth.
