| In this paper,the economic effects,social effect and ecological effect,has been researched based on a series of data from 2006 to 2015 including economic development,social development and ecological environment in new urbanization process of 30 provinces and cities in China(except Tibet)using the empirical analysis method.Combined with the results of the analysis,the ideas and suggestions was put forward for the balanced development of the new urbanization in China.The specific contents of this article are as follows:1.The basic concepts and theories related to urbanization and welfare were expounded firstly.On the basis of defining the basic concepts of cities and towns,the connotation of urbanization was explained by this paper.The paper further analyzed the inevitability of the new urbanization road in China,then,the connotation of the new urbanization was analyzed,and the basic principles of the new urbanization were summed up.Next,the related theories of welfare economics were introduced,including the evolution of welfare economics,the representative social welfare function and the standard of welfare evaluation.The paper combed and defined the connotation of welfare,and defined the welfare in detail.It showed that the goal of new urbanization was consistent with the requirement of "well-being promotion" and "happiness promotion",and illustrated the rationality of this research.2.The paper analyzed the influence mechanism of the welfare effect of the new urbanization,based on the theory of economics and combining the reality of our country.This paper divided the welfare effect into three kinds: economic welfare,social welfare and ecological welfare.In this paper,the economic welfare effect of urbanization was analyzed,and the economic welfare was further divided into macro economic welfare and micro economic welfare.The change of economic welfare of the macro body was analyzed from the perspective of population transfer and agglomeration economy,and the change of the economic welfare of the micro body was analyzed from factor transfer brought by urbanization.The paper analyzed the social welfare effect of urbanization,hold that urbanization contributed to the equalization of social welfare,and urbanization helped to improve the overall social welfare.Based on the analysis of the ecological welfare effect of urbanization,it was found that the urban population exceeds the carrying capacity will bring negative ecological welfare,the consumption of urban resources will bring negative ecological welfare,and the change of urban environment will also cause changes in the ecological welfare.3.The paper constructed the welfare target system of urbanization in China,and found representative indicators from three aspects: economic welfare,social welfare and ecological welfare.The paper build a systematic index system according to the choice of people-oriented,scientific and operable,and constructed index system to measure economic welfare from three aspects,namely,economic efficiency,income distribution and spatial intensification.The index system of social welfare was constructed from the aspects of social development,residents’ life,infrastructure and urban and rural overall planning.The index system of ecological welfare was constructed from three aspects of natural environment,resource consumption and environmental governance.On this basis,the paper constructed the welfare function of the urbanization construction,which laid the foundation for the follow-up chapters to evaluate the welfare effect of urbanization.4.This paper made a quantitative analysis of the welfare effects of urbanization in 30 provinces and cities except Tibet.Based on the availability of data and the related research results of urbanization quality evaluation,the paper selected 55 indexes as the evaluation index of welfare effect,and analyzed the rationality of using factor analysis method.The paper selected the data from 2006 to 2015 to evaluate the economic welfare,social welfare and Ecological Welfare,and found that the welfare effect varies greatly between the provinces and cities,and the welfare gap between the East and the west is further widening.Then,on the basis of the results of economic welfare,social welfare and Ecological Welfare,the welfare effect of urbanization in all provinces was evaluated comprehensively by giving specific weights.The results showed that from 2006 to 2015,the overall social well-being of all provinces has been greatly improved,but the overall social well-being varies greatly in different provinces and municipalities.5.The coordination relationship between three kinds of welfare in the process of urbanization was analyzed by the way of spatio-temporal coupling.The paper constructed a coupling model of the coordinated development,with the economic benefits,social benefits and ecological benefits as a subsystem,then substituted the value of economic benefits,social benefits and ecological benefits calculated by the last chapter in 2006-2015,calculated the coordination degree,and divided it into imbalance development stage,transition stage and development stage.This paper analyzed the coordinated development degree of the welfare effect of urbanization,and drew out the distribution map of the coordinated development degree of China’s provincial economic,social and ecological welfare.The results showed that the 11 provinces in the eastern region reached the moderate level of economic,social and ecological effects by the year 2015,but the degree of coordinated development among the provinces was quite different.The economic,social and ecological effects of the 8 provinces in the central region have entered the coordinated development stage in an all-round way,and the degree of coordinated development was relatively balanced.The 11 provinces of the western region(except Tibet)have entered the stage of coordinated development,but the level of coordinated development was relatively low and there was a rise and fall.6.In this paper,the problem of welfare unbalanced development in the urbanization of China was analyzed,and the corresponding policy suggestions were put forward.This paper analyzed the current problems of the welfare unbalanced development of urbanization,mainly manifested in welfare regional unbalanced development,urban and rural welfare unbalanced development,welfare unbalanced development of economic society and ecology.Based on the above problems,the paper put forward suggestions for promoting area welfare balanced development of urbanization,mainly including building multi-level urban system,promoting industrial transfer,and achieving balanced development of regional economy.The paper put forward some suggestions to promote the welfare balanced development of urban and rural areas,including improving rural infrastructure,promoting the development of rural economy and improving the level of social security in rural areas.The paper put forward suggestions for promoting the welfare balanced development of economy,society and ecology in the process of urbanization,mainly including ensuring and improving people’s livelihood in the process of urbanization,and building beautiful environment in the process of urbanization. |
