Research On Welfare Promotion Issues From A Free Perspective

The maximization of freedom and welfare is human beings' ultimate goal.Recently,with China entering into the later period of industrialization as a whole,the pace of the economic growth obviously slows down and the deep reason is that the economic growth under traditional pattern has a marginal benefit decreased effect on national welfare promotion,results in the short of momentum.To create new economic growth momentum,it is important to expand new welfare promotive space and establish new welfare promotive pattern.At the same time,the international management structure and economic order have entered into the transformation period and China is also confronted with the transformation of society,economic structure and development pattern.Realizing successful transformation relies on profound reflection of history and reality.The main purpose of this paper is to establish a more comprehensive and explicit reflection framework,helping us pursue the maximization of welfare through further explicating essence and connotation,influence factor,influence mechanism and promotive approach of social welfare.On this basis we can rethink the achievements and problems by China's welfare promotion,and then find new space,new direction and new path to stimulate sustained and stable development of china's society and economics in the post industrial era.The concepts of freedom and welfare have always been debated in academia.There also is a debate about welfarism and non-welfarism in modern theory of welfare economics.The debate focus on whether utility factor such as happiness or non-utility factor such as freedom is the fundamental factor affects the social welfare.This paper use organic holism methodology,not individualism methodology of traditional welfare economics and Western neoliberalism,to combine the Marxist theory of people's freedom and overall development,postmodernism and systematic philosophy and deeply analyzes the essence,connotation and character of freedom.And then the paper analyzes the essence and connotation,influence factor and promotive approach of social welfare,establish a framework of post-modern welfare economics based on the prospective of freedom.Under this framework the debate between welfarism and non-welfarism of modem welfare economics can be resolved and the influence of different factors of various levels in the "human-society-nature" ecosystem can be realized can be systematically analyzed.Firstly,the paper explicates the essence,connotation and character of postmodernism freedom on system perspective,enables us to use continuous language to describe and analyze movement and freedom of different levels and directions in the "human-society-nature" ecosystem.In general,the definition of freedom is movement without obstacles.The freedom of human is systematic movement of human society without obstacles,shows systematic function of human society.The freedom of individuals is to realize one's all kinds of functional activities without obstacles.Judging by the nature of mankind,individual freedom includes five progressive levels,i.e.survival freedom,physical freedom,mental freedom,spiritual freedom and social freedom.According to the systematic levels of movement,the freedom of mankind can be divided into individual freedom,collective freedom and overall freedom,all of them have their own scope and character.All of individual,society and nature are the subject of freedom.Freedom has inherent value and instrumental value to the development of mankind.The procedure of mankind's development is to constantly eliminate obstacles and expand the degree of freedom.Secondly,the paper analyzes the nature,connotation and character of welfare on the perspective of postmodernism freedom.Essentially,the welfare is consist of three ingredients,i.e.freedom of people,subjective feeling after realizing freedom and desirability of the realizing procedure of freedom.The three ingredients have an inherent unity and they are in a progressive relation.Freedom is the objective basis of welfare.According to the subject of freedom,welfare includes individual welfare and social welfare,both of them have independent scopes in different levels and independent characters.Welfare has various characters,such as objective,historical,granted,measurable,comparable,diverse,hierarchical and correlative.The maximization of welfare has more connotations than income and wealth.It has several dimensions such as the maximization of entire welfare,of comprehensive welfare,of long-term welfare,and the.minimization of the fluctuation of welfare.Thirdly,on the basis of explicating the nature and the connotation of welfare,the paper analyzes influence factors of welfare at individual and social levels.Individual welfare is influenced by income and wealth,consumption and savings,labour and employment,individual characters,resources,environment,etc.Social welfare is influenced by individual characters,social structure,living environment,civilization development degree,resource allocation status and the integral uncertainty of society.It is emphasized that labour is not only the realization form of freedom with constructive value,but also the implementation approach of freedom with instrumental value.On this basis,we can establish a three-bending-curve of labour supply.It also notes that the procedure of human development is the reduce procedure of labour as the implementation approach of freedom.On macro perspective,the level of productive forces is the key effect factor of the change of labour supply curve.Society will enter into the ideal state when the development of productive forces reaches in the third point of labour supply curve.Fourthly,the paper further analyzes seven approaches to promote the social welfare base on explicating influence factors of welfare.Specifically,we can achieve the goal of promoting individual freedom and welfare,creating social capital and coordinating the relationship between human and the nature through promoting the standard of social freedom and welfare from three aspects of element feature,structure and environment at general or overall level.Innovation and optimizing the allocation of resource can promote the social welfare.Reducing the social uncertainty and the cost of human activities can fully promote the social welfare.Improving the social level of collective rationality is the last mile to promoting the social welfare.The improvement of consumption rationality and investment rationality can separately promote the level of actual social welfare and the welfare can be achieved in the future.This paper explicates and analyzes the concept,mechanism of action,approaches of social capital,the relation between social capital and structure and the role of government in creating of social capital from a systematic vision.It also establishes a rational marginal pattern and points out the equality of marginal cost and income shows that the rationality is optimized.The key of realizing the organic integration of individual rationality and public rationality is to improve the social level of collective rationality.The contradiction between equal income distribution and efficiency is actually the contradiction between short-term welfare and long-term welfare.The best state of income allocation is to do everything according to need.The core of optimizing the allocation of resources is to coordinate the government.The government has two functions of creating the macro social capital and diminishing the public uncertainty.Pushing the decoupling of promoting welfare and economic growth and the decoupling of economic growth and natural capital can help construct harmonious relations between human beings and nature.Fifthly,the paper analyzes the achievements and existing problems of china's development and welfare promotion from the empirical prospective after finishing the theoretical framework.Through the industrialization and modernization,China's promotion of welfare has great achievement mainly reflected in the increasing of welfare availability,accessibility and realizability,improvement of welfare level,small fluctuations of social welfare promotion and rapid increase of various stock of capital.China has confronted with the decrease of marginal benefit of welfare promotion in the traditional economic growth,mainly reflected in the decrease of marginal benefit of income growth in the welfare of the residents,the increase of creating cost in social capital,low contribution rate of the creation to the economic growth,the insufficient capacity of global resources allocation,the increase of uncertainties in the period of transformation,the improvement of the degree in rational investment,the prominent contradictions between economic welfare and non-economic welfare.And that,point out the ways to promote the steady development of social economy and the national welfare.China can create a new culture of comparative advantage.Meanwhile increase social capital investment and improve the innovative contribution to economic growth to build a global resource allocation system.At the same time,we should work actively to prevent and resolve the uncertainty in the process of the development,and strive to improve the overall efficiency of investment.Finally,the paper concludes that freedom,happiness and justice are three pillars of the social welfare.They are inherent,inseparate,and progressive with each other.The individual freedom and welfare determined by the collective freedom and welfare.The freedom of human is closely linked with the freedom of natural ecosystem.Currently,the main tasks of china's reform and development are to promote the level of social freedom,happiness,to maintain and demonstrate social justice,to get rid of relying on the economic growth and the natural capital consumption so that we can realize the prosperity under the condition of low economic growth.
