Study On Comprehensive Governance Of Rural Food Safety In X County

Food safety is not only related to the life,health and safety of every citizen,but also affects the development of society and the progress of the nation.Rural food safety is not only related to the quality safety of food raw materials and agricultural products,but also directly related to the physical health of the vast number of rural residents.Due to the lack of food safety knowledge and legal knowledge of rural residents,scattered food production or business units in rural areas and weak administration of rural food safety,the problem of rural food safety has become increasingly prominent.Compared with the urban complete food safety governance system,the rural food safety governance has just started,governance difficulties and administration work needs to be improved.The rural food safety problem perplexing,it can be seen from the practice process that it is not enough to governance food safety by the government department alone,and it also requires the government,enterprises,and social parties to work together,comprehensive governance and social co-governance food safety.This paper is based on the current situation of comprehensive governance of rural food safety in X County,and on literature and case studies to analyze the difficulties and causes of comprehensive governance of food safety.Combined with the cases of food safety governance at home and abroad,as well as the author's long-term experience in rural food safety governance,and applied the governance theory,the market failure theory and information asymmetry theory to put forward the corresponding countermeasures.The paper is divided into six parts.Part I is the introduction,it mainly analyzes the background and significance of this thesis,literature review at home and abroad,as well as research contents,methods and technical routes.The second part defines the related concepts of food safety governance,such as "rural food safety","comprehensive governance" and "social co-governance",and expounds the related theories such as information asymmetry theory,market failure theory and governance theory.The third part describes the present situation of rural food market in X county,and summarizes the measures of rural food safety governance in X County.The fourth part expounds the dilemmas of comprehensive governance of rural food safety in X County,and analyzes the causes of the dilemmas.The fifth part is based on the description and cause analysis of the dilemma,and put forward countermeasures of comprehensive governance of rural food safety in X County.The countermeasures mainly include improving the coordination and cooperation mechanism between the grass-roots government and various departments,perfecting the main body of the rural food safety supervision,establishing the whole process governance system which is based on food production and operation unit,raising the cognitive level of rural residents in X county,and perfecting the mechanism of social supervision.The countermeasures will provide a reference for grass-roots government to governance rural food safety.The sixth part is conclusions and recommendations.In a word,food safety governance is a systematic project,only with the participation of the whole society and the co-governance of food safety can we promote the healthy development of economy and society.
