Research On The Impact Of Coal Resource-based Regional Innovation Environment On Innovation Capability

Under the background of continued downward pressure on the economy and urgent demand for transformation and development,coal resource-based regions are under tremendous pressure in the process of transformation and development.Realizing economic development from factor-driven,investment-driven to innovation-driven transformation and upgrading of resource-based regional innovation capabilities is the key to solving this problem.Therefore,the state has issued a series of development plans,policy recommendations and reform measures such as:The National Innovation-drive Development Outline","National Resource-Based Cities Sustainable Development Plan(2013-2020)","Several Opinions of the CPC Central Committee and the State Council on Deepening the Reform of Institutional Mechanisms and Accelerating the Implementation of Innovation-Driven Development Strategies",and "Notice of the General Office of the State Council on Promoting Innovation-Related Innovation Initiatives".Aimed at creating a better environment for innovation,enhancing the country’s comprehensive innovation capabilities,and promoting sustainable economic development.Compared with non-resource-based regions,coal resource-based regions have three prominent characteristics: greater economic system volatility,Incomplete institutional environment and stronger ecological environment vulnerability.This paper starts from three dimensions: economic environment,institutional environment and ecological environment.The six coal resource-based provinces of Shanxi,Neimenggu,Shanxi,Ningxia,Guizhou and Anhui are the main research objects.The principal component analysis method is used to evaluate the coal resource-based regional innovation capability,and the panel data analysis method is used to empirically analyze the correlation between innovation environment and innovation capability.Based on the research results,put forward the policy recommendationsfor promoting the innovation of coal resource-based regional innovation,and provide some reference and basis for coal resource-based regions to improve their innovation capabilities and achieve innovation-driven development.Research shows,the innovative environment of coal resource-based regions has a large impact on their ability to innovate.Among them,the increase of resource price and the regional innovation ability have a significant negative correlation.For one percentage increase of the resource price index,the regional innovation capability will decrease by 0.213 percentage points;There is a significant positive correlation between the marketization level and the regional innovation capability.For every one percentage point increase in openness to the outside world,the coal resource-based regional innovation capability will increase by0.481 percentage points.The property rights structure has a significant positive correlation with the regional innovation capability.For every one percentage point increase in the nonpublic ownership economy,the level of coal resource-based regional innovation capability will increase by 0.254 percentage points.The level of regional intellectual property protection has a significant positive correlation with the regional innovation capability.For each level of intellectual property protection,the innovation capacity of coal resource-based regions will increase by 0.162 percentage points.The impact of the ecological environment on the resource-based regional innovation capability is not significant,but the regression coefficient is positive,indicating that a good ecological environment maybe promote the coal resourcebased regional innovation capability.According to the research results,relevant government departments should grasp the key elements of “ innovation environment ” when formulating and promulating policy recommendations for promoting the innovation capability of coal resource-based regions,and propose policy recommendations from the following five aspects: First,the government should macro-regulate the market price of coal resources,set up a“coal fund”,accelerate the optimization and upgrading of the industrial structure of coal resource-based regions,and stabilize economic fluctuations.Second,the government should deepen the reform of the administrative system and the government from the market.Transforming into market service providers,while improving the investment environment,and constantly improving the levelof regional opening up;Third,the government should optimize the ownership structure,appropriately shrink the front line of the state-owned economy,and increase support for the non-state-owned economy;Fourth,the government should Strengthen the construction of market laws and regulations,maintain the market competition environment,and crack down on all kinds of infringements and increase the protection of intellectual property rights.Fifth,the government should strengthen the protection of the ecological environment,attach great importance to the construction of ecological environment,and promote coal resource-based regions sustainable development.
