Comparable Research Of Innovation Efficiency In Resource-Based Regions Under Two-stage Perspective

China has made a major deployment of innovation-driven development strategy.Scientific and technological innovation provides strategic support for rasing the productive forces and boosting the overall national strength,and we must give it top priority in overall national development.Compared with the non-resource-oriented regions,the resource-based regions which is key energy base for our country has developed rapidly depend on the low cost advantage of labor and resource environment.However,with the exploitation of natural resources and the gradual disappearance of low-cost advantages,these regions are faced with a series of economic and social problems.It is trapped in a tighter resources apparently,but in essence,the extensive development mode of economic growth and scale expansion is not sustainable.In another word,economic development of the resource-based regions has not yet been transferred to the track of innovation.So,it is necessary to explore how to utilize the limited innovation resources to drive regional economic development and realize the sustainable development of resource-based region.At first,based on the research of domestic and foreign scholars,this paper sorts out correlation research about the innovation theory,the innovation efficiency theory,the resource-based region and the measurement method of regional innovation efficiency.Besides,it defines the concept of innovation,regional innovation,regional innovation efficiency and resource-based region.Secondly,based on the theory of innovation value chain,this paper constructs an index system for the innovation efficiency of resource-based region in two stages of innovation research and development and innovation transformation.Finally,this paper combined the chain network SBM-DEA model and Global Malmquist index to measure of regional innovation efficiency.On the basis of the static efficiency,the activity of resource-based regional innovation in the process of the dynamic efficiency has been investigated.Through the above calculation,this paper aims to analyse the differences of innovation efficiency between the resource-based regions and non-resource-oriented regions.The results of the study show that,the innovation efficiency of resource-based region is lower on the whole and the stages.There is considerable room for improvement.From the time series,there is a balance effect between the innovative r Esearch and development efficiency and the innovation transformation efficiency between the resource-based regional and non-resource-oriented regions,namely,the gap and the comparative advantage generated by the gap is always there.On the innovation efficiency will be further decomposed,the improvement of innovation efficiency in resource-based region is subject to the low efficiency of pure technology changes.Further,due to the government's unreasonable institutional arrangement,the investment of innovation resources is wasted to some extent,which ultimately restricts the improvement of regional overall innovation efficiency.
