Theory Based On The Triple Helix Model Of Regional Innovation Capability Study

Under the background of globalization,knowledge-economic and sustainable development, the development of world economy becomes more and more regional. The innovation ability and the regional innovation system of a region turn into the determinant to get competitive advantage. However,facts from regional economic development show there is great distinction of regional innovation efficiency among different areas. One of the main reasons is system-disabled.In this paper, the objective of the Regional Innovation System: firstly, focusing on building a national innovation system, describe the clarity of the overall blueprint for regional innovation; secondly, through evaluation of regional innovative ability , identify the main factors affecting regional innovation capability; thirdly, through construction of the regional innovation system, improve the innovation capacity, upgrading the status of the region in the national innovation system. Union government industry and university, regional innovation system will enable higher efficiency and higher ability.Taking these into consideration, based on summarization of theories of regional innovation system. Under the frame, using methods of principal components and hierarchical cluster, the aim of the study is to provide better insight into the capability of regional innovation system. Using the samples of 13 cities in Jiangsu province, I measured capabilties of the regional innovation system. In the end, give the conculsion of the article.According to the regional innovation capacity theoretical framework, principal component analysis and cluster analysis have been made from four aspects, such as investment, outputs of technology and innovation, innovation performance and technology infrastructure and the environment. Jiangsu Province's innovation capacity has been made through evaluation model and was given an in-depth analysis. In addition, based on the results of evaluation, using logistic regression analysis of the cumulative impact of regional innovation by the key factors. The dynamic grasp of the region's innovation capability development trend was understood. By comparison, we know why some areas of innovation capability quickly raise ,while some slowly, by comparing innovation ability, we identify the best practices, by summing up and the proliferation of such best innovative practice, so to promote regional development.Under the theoretical fame work of capabilities of regional innovation systems, build a evaluation model . This section is the keystone and main innovation of the study. A new perspective is offered in this part, which divided the efficiency of regional innovation systems into three parts. And the theoretic analysis fame is offered. Chapter four is the positive study. According to the theoretic fame, I appraise technical efficiency, economic efficiency and social efficiency by using some methods. Also, the cases of 13 cities in Jiangsu province are examined.It was concluded that the difference in capacity of the important reasons is that the interactive ability of regional innovation system is weak, and the implementation of helix model of university-industry-government alliance will allow the regional innovation system more efficient, and make innovation ability stronger, but also noted the breakthrough weakness of the paper and hope for the future reference can be made, and reflects some real significance.
