Research On The Implementation Of PPP Mode In Public Parking Project

With the rapid increasing of private motor vehicles,the problem of shortage of public parking lots will become more obvious,that means public parking lots are difficult to meet the requirements of parking berths.In view of this situation,our governments have successively issued measures such as Limited travel and restricted purchase to alleviate the problem of insufficient supply of public parking lots,however,this policy of palliative treatment is difficult to solve the problem fundamentally.At the same time,due to the shortage of government funds and inefficiency of public sector construction,the long-term construction shortage of public parking lots will inevitably cause more serious problems for urban traffic congestion,and may even bring the crisis to social security and economic benefits.In the context,the innovative use of the PPP mode compensates for the shortcomings of government departments in the construction of public parking lots to some extent.The role of government departments in the PPP mode will be transformed from investors,producers and operators to resource partners,public service providers and macro-directors and supervisors.The PPP model can be said to be an important way to transform the current government functions,which can quickly improve the efficiency of infrastructure construction,but also further stimulate the governance ability of the participating entities through multi-participation,build a bridge between social capital and the government,integrate resources,and protect the public interest to the greatest extent.This article starts with the research status at home and abroad,sorts out the current development of PPP projects,discusses related theories of public resource theory,economic benefit analysis theory and PPP model,and then discusses the feasibility of applying the PPP mode to public parking lots from the perspectives of urban development and construction,health operation in public parking project,PPP mode development in areas of policy and practice development,non-governmental material and technical support.Then the article analyzes the problems in implementation of the public parking lot project under the current PPP mode and based on the Shenzhen PPP project cases,finally proposes corresponding solutions to these problems.
