PPP Financing Mode Applied Research Of Urban Publick Parking Lot Construction

CD city,as a national central city,which is called by State Council in 2016,is comprehensive transportation junction in western area.It is also vital economic,scientific,creative center which shoulder task of leading area development.Nowadays,parking issue has seriously affect the sustainable development of CD city.No matter is traditional underground parking lot,mechanical parking building,or comprehensive function parking lot,they all need to be put a great deal of fund.It has lots of difficulties to depend on government investment and fiscal appropriation,while long payback period and low profit lead to appealing to social investment with difficulty,so there are two problems,including fund shortage and operating loss which parking project may face.Investment and financing mode are researched to find a way to adapt to financing,which make such project gain sufficient fund assurance and achieve cost control with meaningfulness.The article mainly study urban parking lot construction project applied on PPP financing mode.First,it state about research background,purpose,meaning of the article,introducing PPP financing theory and some innovation.Then,by PPP financing application of urban public utilities,list main financing mode of public parking lot and analyze their growth condition and project feature.According to various feature of CD city parking lot,PPP financing application mode is proposed.From the point of growth condition and profit mode of urban public parking lot,their condition and growth plan is introduced and their necessity of diversified financing is analyzed.And with the example of P+R underground parking lot project in ABC Square of CD city constructed by XX transportation investment company,its functional position,operation condition and financing mode are analyzed and its application difficulty is summarized.From two viewpoints between financing condition and government and state-owned enterprise,discuss how to further expand government strength and raise preferential policies and how to further upgrade resource allocation and financing platform to propose suggestion and plan for PPP financing application mode of public parking lot in CD city.
