The Construction Evaluation Of Public Parking Under The Environment Of Parking Industrialization

With the development of urban motorization, city parking problems have becomeincreasingly prominent, especially in the parking supply imbalance, uneven resourceutilization parking, parking fees price system and service system unreasonable and otheraspects. Parking problems will bring traffic congestion to the city; increase the traffic hazards,decreased quality of life for residents, hindering the development of economic and many otheradverse effects. Parking industrialization is a product of nurture in this context is an effectiveway to solve urban parking problems. Specific performance is from the parking lotconstruction planning, investment, operation management of all phases starting, to formulatethe parking lot land policy, enterprise or folk investment encourage policy, parking spacessubsidy policy and parking operating environment policy., so that to increase the constructionand development of public parking lots.This paper evaluates the efficiency of investment in building public parking lots, underthe park industrial development environment. Firstly, from the view of parking supply point,select the type of parking lot construction and determine the initial size of parking lot. Fromthe perspective of parking demand to study the calculation method of parking demands and itsgrowth rate, to analysis the impact of parking rates to parking turnover rate. Secondly, fromthe perspective of parking operate income, to consider the interests of different groups andcalculate the maximum tolerated parking rates, the average rate based on of parking lotinvestors comprehensive cost and the parking rates of the maximum social benefit of thegovernment administration separately, comprehensive proposed the parking optimal pricingmodel. From the perspective of parking lot investment cost, to itemize the cost of parking lotin planning, investment, operation and management, then given the construction costexperience of the different types of parking lots. Lastly, evaluate the economic, technical andenvironment benefits of parking building program, to select the most reasonable parkingsolution. Sensitivity analysis the parking revenue use the three indicators of average parkingrate, parking lot size and business area with the construction, use the repeated cyclicalgorithm to obtain the reasonable values of these three indicators. Then, amendment the parking building program and determine the final program to balance the demands of variousgroups.
