In this paper,based on the research background of frequent parking problems,the logit-based travel mode selection behavior model and parking facility selection model are constructed based on the field questionnaire survey data to put forward the optimization solution and calibrate and analyze each characteristic variable.The parking demand in the target area is predicted by the parking generation rate.The behavior of the three parties involved in the parking policy making is analyzed by game theory and the planning model of the upper,middle and lower levels is constructed according to the degree of priority.Finally,taking chongqing guanyinqiao business district as a case study,combined with the planning model,the optimal parking charging scheme that can meet the maximization of benefits of all parties is discussed from the perspectives of parking demand,parking characteristics,parking sensitivity and parking benefits.The main research results and conclusions of this paper are summarized as follows:Firstly through on-the-spot questionnaires and conduct a preliminary analysis,based on disaggregate model theory are binary logit mode choice behavior model,the first use of contingency table chi-square selection variables,independent thoughts after binary logit regression analysis with SPSS software,the model parameters calibration test,determine the BL model utility function,the obtained income,whether to have a car,bus travel time and choose the car than probability was positively;The influence of parking cost,cruising time,walking time from parking to destination,the maximum value of parking cost and the increase of parking rate is inversely proportional to the probability of choosing a car to travel,and the parking cost has the greatest influence on the choice of travel mode.Using relative risk ratio to solve the parking rate increase the car share rate shows an exponential downward trend.Secondly,a logit-based parking facility selection model is established.After determining the utility function and indexes of different characteristic variables,the probability of drivers choosing parking facilities in and out of the road is obtained.Through the coefficient correction of parking generation rate by referring to location potential,car ownership and bus travel,the parking demand at different time periods with different land properties in the central city was obtained.Then the introduction of game theory to participate in policy making of the three main urban parking parking,parking facility operator and the government price management platform to carry on the game behavior and game process,based on certain constraints based on parking demand government price management platform,a parking facility operator and the dynamic balance between parking charge planning model,and using point elasticity coefficient method and hierarchical genetic algorithm for the optimal solution under different parking rates scheme.Finally,this paper analyzes the basic situation of the case area in guanyinqiao business district of chongqing and calculates the parking demand forecast of the parking facilities in the core area.According to the relevant parameters,this paper introduces the three-layer parking charging planning model to calculate and evaluate it,and compares and analyzes the program selection with the existing evaluation indexes,such as turnover rate and benefit value.The sensitivity analysis principle is used to solve the change of travel mode sharing rate with the increase of parking rate under different monthly income levels and travel purposes,and the sensitivity degree and difference of different groups to the change of parking rate under different attributes are obtained.
