Research On Targeted Poverty Alleviation Management In DY City,Jiangsu Province

At present,the goal of common prosperity of our country is to solve the problem of poverty first and further improve people,s living standards.This is also the inevitable requirement of socialist development,the aspiration of the Chinese nation for thousands of years,the important mission of our party and the common vision of the whole world.For more than 40 years,generations of party leaders have been committed to reform and opening up in order to lead the nation to prosperity.Under their leadership,people make every effort,hard struggle,finally ushered in today's beautiful situation.The process of reform and opening up is not only a process of growing economy,but also a process of lifting Chinese people out of poverty step by step.It is also a process of comprehensive improvement in all aspects of China.The achievements of reform and opening up are not only a victory for China,but also a miracle for the world.However,while tackling poverty,it also encounters a series of severe challenges and tests,so the concept of "targeted poverty alleviation" is put forward.This mode not only carries out the management of registered households,but also the project management and flind management,etc.The effect of poverty alleviation is more precise,and the scope of poverty alleviation policies is broader,so that the poverty alleviation work is carried out more thoroughly.Based on the perspective of targeted poverty alleviation management,this paper takes the poverty alleviation management in DY city,jiangsu province as the research object,finds out the problems,analyzes the reasons and proposes solutions.This article research from six aspects:the first part of an overview,on the whole is discussed the research background,and elaborates the research significance,and also the staff of the problems in the process of poverty alleviation were analyzed,and also analyzes the research results of scholars both at home and abroad,provide theoretical basis for the research of this article,this part put forward in this paper will not only adopts the research method,also the paper briefly describes the research contents of this paper will overview,according to this article research the structure of the set.The second part is the part of theory and concept,mainly talking about not only the content of poverty alleviation and targeted poverty alleviation,but also the subject,method and connotation of targeted poverty alleviation management.At the same time,the concepts of new public management theory,fine governance and poverty alleviation theory,inclusive growth and multi-subject collaborative governance and poverty alleviation theory,participatory and poverty alleviation theory are produced,laying a foundation for the integration of new poverty alleviation management theory.The third part introduces the general situation of jiangsu DY city,the measures taken by poverty alleviation administration and the actual results achieved.Although DY city is located in the south of jiangsu province,there are still two villages and towns belonging to huangmaolao district With weak economic foundation and single agricultural development mode,there are some poor people.On the analysis of the DY,some problems existing in the management process for poverty alleviation,such as poverty alleviation object defining fuzzy management chaos,poverty alleviation project construction management and efficiency effect is insufficient,the funds management using standard,responsible for poverty alleviation management deficiencies can have yet to be promoted,precise management,intermal and external aspects such as lack of overall connecticm for poverty alleviation,and analyses the reason of lack of poverty alleviation management,with accurate poverty alleviation system design is unreasonable,precise poverty alleviation plan as a whole management strength is insufficient,there is also a system of urban and rural "dual structureM legacy of hidden problems,lacking the ability to support team,and other factors.The fourth part mainly introduces the targeted poverty alleviation models at home and abroad and compares the domestic and foreign targeted poverty alleviation models.It lists the specific practical experience of foreign targeted poverty alleviation work of the "social security law" poverty alleviation model in the United States and the "development-level" poverty alleviation model in France,The fifth part proposes countermeasures from the perspective of targeted poverty alleviation management.It mainly focuses on five aspects,namely,accurate pairing,performance management,poverty alleviation project management,and poverty alleviation fund management,to strengthen poverty alleviation management and improve poverty alleviation mechanism,so as to build a "great poverty alleviation" pattera with the participation of the whole society.
