Research On Problems Existing In R City Government's Promotion Of PPP Project Construction

In recent years,in order to solve the problem of insufficient funds for government public investment,the PPP model has been actively promoted in the infrastructure sector of China.The quality of public products has been improved accordingly,and the financial risk has been reduced effectively.However,due to such factors as inadequate related policies and regulations,long investment cycle and high risks,many problems have emerged in the implementation of the PPP model,and the promotion of the PPP model is faced with many challenges.Although there has been much research on the PPP model in China,the research on the implementation of the PPP model on the county level hasn't been emphasized.This paper takes R city as example.Moving along the research path of raising the question – analyzing the question – solving the question,and based on PPP-model-related concepts and theories,and drawing on questionnaires and in-depth interviews,this paper points out that many problems,one of which is inadequate PPP-model-related policies and regulations,have emerged in the implementation of the PPP model in R city,and identifies the causes of these problems in the management mechanism,the operation mechanism and the supervision mechanism of the PPP project.Based on these problems in the PPP project in R city and their causes,and borrowing ideas from PPP-model-related theories,and drawing lessons from those successful implementations of the PPP model in China and other countries,this paper gives some suggestions to R city to steadily improve the PPP project,and provides some theoretical reference for the implementation of the PPP model on the county level.This paper has some valuable conclusions.1.In the implementation of the PPP model in R city,there are such problems as inadequate policies and regulations,misunderstanding of the policies,irregular implementation,and low participation of social capital.2.The causes of these problems are in the management mechanism,operation mechanism and supervision mechanism of the implementation of the PPP model in R city.There is no PPP project management organization,and efficiency and fairness can't be maintained at the same time,and the contractual capacity of the local government is poor,and the benefits of the PPP project can't be guaranteed,and exit mechanism has been neglected,and the supervision capacity is poor.3.In order to facilitate the implementation of the PPP model in R city,first,the management mechanism should be improved.A special local government PPP project management organization should be established,and the related laws and regulations should be improved,and the assessment mechanism should also be improved.Second,the operation mechanism should be improved.The powers and functions of the government should be made clear,and a suitable PPP project operation scheme should be selected,and risk control mechanism and price balance mechanism should be established,and exit mechanism should also be established.Third,the supervision mechanism should be strengthened.Under better supervision,social capital vitality should be improved and social capital responsibility consciousness should be enhanced.
