Study On The Index System And Method Of Feasibility Evaluation Of Shaanxi Provincecharacteristic Towns

In July 2016,after the Ministry of Housing and Urban-Rural Development of the People's Republic of China,the National Development and Reform Commission and the Ministry of Finance of the People's Republic of China jointly published “The Notice on the Cultivation of Characteristic Towns”,and the construction of Characteristic Towns began to be carried out continuously throughout the country.Cultivating and developing characteristic towns is an important strategic measure for the transformation,upgrading and innovative development of regional economy in China.Accelerating the construction of characteristic towns is also one of the important ways to promote the process of new-type urbanization and accelerate the supply-side structural reform in China.At present,the academic research on the construction of Characteristic Towns in China is mostly focused on the eastern region,especially in Jiangsu and Zhejiang provinces,but there is not much literature on the construction of Characteristic Towns in the western region.In the past,most of the academic research on the construction of characteristic towns focused on theoretical analysis and qualitative analysis.At present,many projects of Characteristic Towns construction have not been evaluated scientifically,reasonably and rigorously.In order to avoid the failure of characteristic town construction project,in the early stage of town construction project,the examination and approval department should strengthen supervision,and strict examination and approval of feasibility demonstration report of project is an indispensable link.Therefore,this paper will take Shaanxi Province as an example to study the feasibility evaluation index system and evaluation method of the construction of characteristic towns,which has certain practical significance and theoretical significance.This paper summarizes the current situation and existing problems of the construction of Characteristic Towns at home and abroad,and takes Wuquan Town in Yangling Agricultural Hi-tech Industries Demonstration Zone of Shaanxi Province as an example to analyze.It is concluded that the following problems generally exist in the construction of Characteristic Towns in China at present:(1)the characteristic industries are single,and the declaration of the characteristic towns mainly concentrates on historical and cultural towns and tourism development towns;(2)the fund source of the construction of the characteristic towns is single,mainly depends on the support of the government;(3)the market vitality of the characteristic towns is insufficient.In view of the above problems,this paper uses questionnaire survey,expert scoring,literature sorting and other methods,from the four dimensions of industry,form,function and system,a total of 26 detailed indicators,and constructs the feasibility evaluation index system of Characteristic Towns in Shaanxi Province.Using the analytic hierarchy process to check the consistency of the index system and calculate the weights,it is concluded that the industrial dimension has the largest weight,which indicates that more attention should be paid to the industrial support in the construction of characteristic towns.Taking the construction project of “Dream Town in Chang'an University Town” as an example,this paper uses the method of fuzzy comprehensive evaluation to test the index system.The empirical results show that the construction project of “Dream Town in Chang'an University Town” is feasible.The empirical results are consistent with the actual situation,which shows that the model and method proposed in this paper have certain operability.Based on the above research,this paper puts forward the following policy recommendations:(1)in the construction of characteristic towns,we need to highlight the characteristic industries of small towns,avoid the appearance of "homogenization" in the construction of small towns,at the same time,we need to strengthen the agglomeration function of characteristic industries and improve the construction of characteristic industrial chains;(2)broaden the financing channels for the construction of characteristic towns,improve the infrastructure construction of characteristic towns,and optimize the construction of characteristic towns.(3)make rational use and planning of various ecological resources to strengthen the environmental governance of characteristic towns;(4)establish the promotion mechanism,improve relevant laws and regulations,and restrict the construction of characteristic towns.
