Research On Food Security Supervision

Food is the necessities of human life,and food safety related directly to people's health and life and property safety,is people's survival safeguard,also is the most basic livelihood issues,thus became the focus of widespread concern in recent years,our country supervision departments at all levels of food safety supervision strength increasing,but the illegal behavior in the prohibition is still food areas,food safety problems emerge in endlessly,these problems has caused social and consumer concerns and questions about the regulation of food safety of our country villages and towns such as rural areas at the grass-roots level is the key and difficult area of food safety regulation,due to the lagging economic development The lack of professional talents,the lack of competent supervision team,the lack of law enforcement equipment,the lack of inspection and testing equipment,and other conditions and limitations lead to the unsatisfactory effect of food safety supervision.This article,from the perspective of the basic problems of food safety supervision,and analyzed the reasons for problems and solving methods are put forward aiming at all kinds of problems,explore how to based on the reality of grass-roots,solution of food safety problems at the grassroots level,to improve regulatory enforcement effectiveness at the grassroots level to maintain the health interests of the broad masses at the grass-roots level,in order to build better food security for the grassroots environment.In this paper,through literature research methods of investigation and interview method,case method,the N county as an example,the basic food safety situation and the existing problems are analyzed,the main problems are: basic regulatory onerous and inadequate regulatory team construction of food safety supervision laws and regulations to carry out the inadequate food operators legal consciousness is weak food inspection detection effect is difficult to reflect the food safety regulatory funds such as the lack of social participation management channel narrow main reasons are: the department in charge of ideological understanding not value does not reach the designated position,financial security have difficulty is not timely,food business operators Consumers have insufficient understanding of food safety.Finally,by analyzing the problems existing in the N county in the food safety supervision,this study put forward some Suggestions and countermeasures,including:toestablish a sound legal and regulatory system through the establishment and improvement of food safety supervision law implementation rules and standard system;Through strengthening the knowledge of food safety supervision to increase the experience of law enforcement to establish a scientific management mechanism to strengthen the law enforcement equipment and equipment to strengthen the construction of grassroots law enforcement team;To improve the capability of food inspection and testing by reasonably planning the construction of inspection and testing laboratories to improve the construction of food inspection and testing teams at the grass-roots level to ensure the normal maintenance and use of inspection and testing laboratories;Through the construction of co-governance platform to strengthen the publicity and education of the legal system to encourage the self-discipline of the industry and other construction of social co-governance model.The aim of this study is based on the N county analysis of the present situation and the problems of food safety regulation,to solve the problem of food safety supervision at the grass-roots level provide a breakthrough point,could be operated by establishing and perfecting the system of laws and regulations,strengthen the law enforcement team construction,swallow the food inspection to detect short board,open channels of social participation in governance,make up for the shortcomings in the course of basic food safety supervision,provide effective countermeasures to solve the problem of food safety at the grass-roots level method,the food and drug supervision and administration department and other relevant regulatory improvement way to improve the work efficiency Preventing food safety accidents has high reference value.
