Research On Index System Of Management Performance Evaluation Of State-owned Assets Of A Administrative Unit

With the rapid development of our country's economy,the proportion of the state-owned assets increased significantly.However,for a long time,under the guidance of "pay more attention on capital than assets",the state-owned assets of administrative units is far from enough attention,which brings many problems.For example,weak management awareness,nontransparent property rights,low-efficiency management system,and lack of effective performance evaluation.In fact,the management of administrative state-owned assets requires cost,efficiency,input-output ratio and could be eventuated.This article focus on management performance evaluation of state-owned assets,which under direction of performance theory,domestic and international experience and the reality of A provincial authorities.The article uses BSC(Balanced Score Card)process to construct a set of performance evaluation index system.During data statistics and analysis,the article tries to find how to evaluate management performance of state-owned assets.The ultimate goal of index of performance evaluation is to achieve management objectives.The BSC is the wide range of strategic performance evaluation tool,used in domestic and foreign enterprises in the common.Four aspects of balance scorecard fincial dimension,the customer dimension,internal business process,learning and growth dimensions can reflect the overall performance of the organization.This article believes that the objectives of management performance evaluation of state-owned assets of administrative units is ensuring normal operation,standardizing the management of state-owned assets,cost reduction and social responsibility.Therefore,based on the SMART principle,the article construected a performance evaluation index system,which from four dimensions of flncial dimension,the customer dimension,internal business process,learning and growth dimensions.Also,the article takes A administrative unit as an example to carry out an empirical analysis.The article finally puts forward to strengthen and improve the administrative institutions of state-owned assets management,we must perfect the system of regulations and standards,the establishment of performance evaluation of state-owned assets management mechanism,improve the level of asset management information and improve the quality level of asset management.Explore the provincial authorities of state-owned assets performance evaluation is a system innovation,strengthen the management of state-owned assets should be in line with the provincial authorities,actively and steadily,easy first principle step by step,through the establishment and improvement of the performance evaluation index system and working mechanism,in order to achieve the goal of state-owned assets management of administrative institutions.
