In the era of knowledge economy,information network technology growsrapidly and market is fiendishly competitive. Balanced Score Card as scientificperformance management tools and important idea which combines strategicmanagement and performance evaluation management is very important in theprocess of state-owned construction enterprises explore the balance scorecardestablished in accordance with the construction industry and the development ofperformance evaluation management tool card.This paper begins with a brief analysis of the current development of China’sconstruction industry and the state-owned construction enterprises, simultaneously theBalanced Scorecard current research done in a comprehensive exposition, and withthe performance evaluation related theory tools compared, emphatically sums themain content and features of the BSC theory. Then analyses the present situation ofstate-owned construction enterprises performance evaluation management andexisting problems, put forwards in the state-owned construction enterprises using theBalanced Scorecard applicability, advantages and basic principles, and then putforward how to establish the suitable analysis of the balanced scorecard strategicdevelopment goals, using the strategy map to determine the key index of main stepsconstruction of evaluation management system of balanced score card performancefrom the internal and external environment. On this basis, combined with DT’s actualmanagement, starting from the analysis of the performance evaluation managementpresent situation and the existence insufficiency, proposes DT company card fourdimensions in the Balanced Scorecard indicators system. Through the practice in theapplication, it concludes that the Balanced Scorecard play important value in thecompany’s strategy implementation, to enhance the company’s high-leveldecision-making level and efficiency and for each business line managementimprovement. At the end of the thesis, puts forward the lack of research in this paperand a research direction with the main research and recommendations.
