With the rapid development of next-generation information technologies such as big data and artificial intelligence,the construction and optimization of internal control in administrative institutions has a new direction.Fixed assets are the material foundation for the normal operation of the unit.How to combine the big data intelligence concept to put forward realistic business needs for fixed asset management to make the internal control of unit fixed asset management more intelligent and efficient is a new development trend.C Maritime Bureau is an administrative law enforcement agency that performs the functions of water traffic safety management in the waters of the C section of the Yangtze River trunk line.The level of internal control of fixed asset management affects the functioning of units.With the rapid development of the water transportation business,in order to ensure the safety of water transportation,the C Maritime Bureau has assumed more important functions,which has also caused the status of many types,large numbers and wide distribution of fixed assets in the unit.The current level of fixed asset management can no longer meet the higher requirements of the unit's internal control,especially in terms of fixed asset management business process operations and business decision-making.In terms of business process operations,the heavy workload of manually inputting information,the difficulty of synchronization between systems when asset information changes and the high error rate of manual review affect the efficiency and quality of fixed asset management;In terms of business decision-making,the single approval criteria for the allocation of fixed assets and the subjective assessment of fixed assets to be scrapped have weakened the ability to control fixed assets.Therefore,the use of big data intelligent technology to improve the internal control level of fixed asset management has become the current demand of C Maritime Bureau.This article first analyzes the domestic and foreign research status of internal control of administrative institutions,internal control of fixed asset management,big data,machine learning,and robotic process automation,and summarizes the relevant theories.Then,through on-site investigation and acquisition of relevant information,the current status of the internal control of fixed assets management of C Maritime Bureau was sorted out and the existing problems were further analyzed.In the process of describing the current situation and analyzing the existing problems,it was found that the optimization requirements that can be raised from the perspective of big data intelligence include automated operations on fixed asset management business processes and data-based analysis of fixed asset allocation assistance decision and fixed asset scrap evaluation.Followed by optimization design for internal control of fixed asset management based on optimization requirements:(1)Application of robotic process automation technology in the operation of fixed asset management business processes,by designing automated robots to replace the manual operation of humans to perform automatic business processing.(2)Comprehensively consider the existing fixed assets of the department and construct a fixed asset allocation decision model based on the BP neural network algorithm to obtain the result of whether assets need to be allocated.(3)Combined with the dynamic information generated during the use of fixed assets,the decision tree C5.0 algorithm is used to evaluate the fixed assets applying for scrapping,so as to obtain a quantifiable evaluation standard and a more objective evaluation result.Then,simulation experiments were carried out on the optimization scheme,and implementation suggestions and safeguard measures were put forward.Finally,the research conclusions of this paper and the prospects for future research were obtained.Under the background of big data intelligent,research on the optimization of internal control of fixed assets management of C Maritime Bureau will help solve the problems faced by the unit in the internal control of fixed asset management,so as to improve the quality of C Maritime Bureau's fixed asset management business process control and make the results of fixed asset allocation decision-making and scrap evaluation are more realistic and scientific,enriching the content and implementation path of the internal control optimization of fixed asset management,and providing new ideas for the further optimization of the internal control of fixed asset management in China's administrative institutions.
