Research On The Mechanism Of Collective Economic Organizations Alleviating Relative Poverty

For a long time,with the development of social economy,poverty has always been a matter of urgent need in China.The 19 th National Congress of the Communist Party of China put forward the main contradiction of Chinese new society,that is,"the main contradiction of Chinese society in the new era has been transformed into a contradiction between the people's growing needs for a better life and the development of inadequate imbalances." The transformation of major contradictions reflects that China is emerging from the issue of "absolute poverty" and the emergence of "relative poverty".After more than 20 years of reform and practice,the rural collective economic organization has made great achievements,thereby improving the productivity level of rural areas in China and promoting the rapid development of the rural collective economy.In particular,the Central No.1 document in 2019 affirmed the role of collective economic organizations in alleviating relative poverty.Firstly,this paper analyzed the practices and functions of H village collective economic organizations in relieving relative poverty through the longitudinal case study of H villages in poverty-stricken villages in Shandong Province,trying to reveal the internal mechanism of collective economic organizations to alleviate relative poverty.Secondly,this study found that,the mechanism of collective economic organizations to alleviate relative poverty is mainly reflected in the following three aspects: First,the collective cooperative governance model of collective economic organizations could not only improve its market competitiveness,expand the collective economy,but also broaden channels of farmers' income sources,increase the farmer's operating income,wage income and property income by liberating labor productivity,integrating scattered land,expanding the scale of operations and collectivized action.Second,the community characteristics of collective economic organizations could not only use the social capital trust mechanism,social norms,network dimension characteristics to promote rural industrial development,rural civilization,but also provide public welfare jobs,lectures,skills training,education medical subsidies,and so on.So that it could improve the employment level of farmers,promote the accumulation of social capital,and improve the security system,and make the collective economy sustainable.Third,the fairness of distribution characteristics of collective economic organizations allowed farmers to share the fruits of economic growthbrought by the collective economy,thereby achieving the goal of alleviating relative poverty.Finally,based on the shortcomings in the development process of H Village,this paper proposed measures to strengthen the collective economy.The research in this paper suggests that a well-run collective economic organization has positive significance for alleviating relative poverty.It mainly divided into the following points:First,it can promote the development of rural industries,rural civilization,and achieve the role of alleviating relative poverty in urban and rural areas.Second,we can improve the security system,promote the accumulation of social capital,and reduce the relative poverty within the village.Finally,it can promote the income of farmers.Therefore,under the premise of ensuring the independent and independent operation of rural collective economic organizations,the government should actively introduce relevant support policies for land,talents,and taxation to promote collective economic development.It is necessary to give full play to the important role of collective economic organizations in promoting the development of rural collective economy.It is also necessary to reflect the pros and cons of the collective economic organization and take the path of common prosperity.
