| Since its entry into the Chinese market in 2012,the online car-hailing has become a social hotspot.The online car-hailing has been loved by the public for its convenience and diverse choices for mass travel.At the same time,there are a series of problems about online car-hailing industry.These problems make the online car-hailing supervision work become difficult.In view of the current situation of the online car-hailing industry,the Ministry of Transport has adopted new means to improve the online car-hailing industry supervision.From April 9,2018 to May 11,2018,the Ministry of Transport published nine review articles in the Traffic News,the official website of the Ministry of Transport,the WeChat public number and other media platforms to express its views about the existing problems of the online car-hailing,and guide online car-hailing platforms to the correct direction of development.The series of articles sparked heated debate and was dubbed by the media as the"Department of transportation ' shouting ' online car-hailing." In August 2018,in response to the August 24 "Downwind driver car homicide" exposed the online car-hailing contract safety management of the serious problems,the Ministry of Transport re-publication of three review articles,more clearly pointed out the crux of the safety management of online car-hailing platforms.This paper takes the series of articles as the object of analysis,using the theory of flexible management,using the literature analysis,comparative analysis and non-structured interview to analyze the practice of "the Ministry of Transportation ' shouting ' online car-hailing " as the flexible management of the public sector.This paper holds that in view of the shortcomings in the early stage of the online car-hailing industry,the Ministry of Transportation's "shouting" has played a certain role in guiding online car-hailing platforms to improve in maintain a fair market order,legitimate management,improve service quality,strengthen safety management and so on.Online car-hailing platforms has been resolved to But because online car-hailing platforms still has a strong sense of corporate social responsibility,platforms service quality is not active,platforms safety management measures to improve not thoroughly and so on.The effect of "shouting" needs to be further improved.Through the analysis,it is concluded that there are three main reasons:First,"shouting" as a flexible management means,itself lack of compulsion;second,in the face of some network car industry problems are,"shouting" cannot fully mobilize the initiative of the network about the car platform;third,the "shouting" process lacks public participation.By analyzing the effect and shortcomings of the "shouting" network,and combining with the summary and analysis of the relevant practices of flexible management and network vehicle supervision at home and abroad,this paper holds that four measures should be taken to perfect the flexible management of the network about the governance of platforms through"shouting".First,we should combine the flexible management means of "shouting" with the traditional rigid management means to strengthen the coordination and cooperation between the two management means.Second,strengthen coordination and cooperation with all sectors of society and seek the smooth implementation process.Third,we should strengthen public participation,use new media,improve the quality of information disclosure,and establish a flat channel for public participation and increase the way of information feedback.Four is to take incentives to encourage the successful practice of the network about the car platform,and give the network about the car platform moderate freedom.The innovation of this paper lies in the combination of the application of flexible management theory in the field of public management and the government's management of the network about the vehicle platform,and analyzes the management of the network truck from a new perspective. |
