Study On The New Rural Cooperative Medical Care System Of Linfen City From The Perspective Of Fairness

Since the start of the new rural cooperative medical care system in Linfen City in2003, it hasbeen achieved positive response from the majority of farmers. And it gradually increased theproportion of the Senate medical coverage expanding.In2012, the participation rate of the new typeof rural cooperative medical care in Linfen City is98.37%, it solved the poverty problem of thefarmers because of sickness and poorly returns and promoted the realization of social equality andjustice.This paper Fully affirmed the existing achievements of NCMS in Linfen City, took justice as astarting point, proposed and analyzed the problem of NCMS, based on the survey of the new ruralcooperative medical system in the implementation of the system of investigation in Linfen City, andanalyzed the main factor that hinder the Linfen City NCMS fair target is from the system internaland external. The constraints of the system itself is the design of the system, access to information,health services, fund raising benefit compensation is fair and missing. The limiting factor from thesystem outside is compared with the economic conditions in the urban, rural economic conditions ispoorer. Another limiting factor is urban-rural dual structure system. In order to solve the problemfrom the system itself, we should explore new idea to improve the sustainable development of thenew type of rural cooperative medical care system, step up more publicity efforts to improve thenew rural cooperative awareness, increase rural health investment, set up steady and effective fundraising mechanism, carry out the fund regulatory mechanisms and other measures to achieve the fairgoals of new rural cooperative system in Linfen City. In terms of the system external constraints, weshould study and carry through the Spirit of the eighteenth times of National Representative’sConference of Chinese Communist Party, develop the rural economic condition and integration ofurban and rural reform, promote the establishment of the medical insurance system for urban andrural areas.Compared with the past study which only from the view of sustainability, this paper focusmore on the fair missing issues in the system, through deep reflection, proposed a series ofrationalization proposals, which provide some theoretic basis to improve the new rural cooperativemedical system in Linfen City, but also provided a reference for further improve NCMS to otherparts.
