Social scientists have asserted, the aging of the population is an inevitable trend inthe development of the world’s population, the persons concerned than the image of thistrend as the Silver Tide. After sweeping the developed countries, this tide is rapidlydeveloping countries hit. China is yet to achieve modernization; the economy is stillunderdeveloped case ahead of an aging society that is not rich old before getting.However, aging is an unstoppable trend, pension service system lags behind the demandfor pension services, can be described as unfunded first old. China will face not richbefore old and unfunded old before getting double challenge. This phenomenon isparticularly severe in rural areas, the ongoing national strategy to cope with the aging ofthe population studies show that rural elderly population of8557people, accounting for65.82%of the total number of the elderly population. Although the number of the elderlypopulation in rural areas is higher than the city, but the city’s ability to deal with the issueof the elderly population pension was stronger in rural areas, unfunded old before gettingold before getting rich,the contradiction is more pronounced in rural areas.
