With the blowout type development of the Internet and the the sharp increase of the scale of netizens in the past decade,residents no longer rely on postal outlets to meet communication needs.The decline of passenger flow and the shrinking of business volume at the outlets reveal that the overall level of postal informatization lags behind the domestic counterparts,further widening the gap with the same industry.In the early stage,many scholars,senior managers and related personnel in the postal industry have made many explorations on the transformation and information construction of postal universal service outlets.They have analyzed and suggested the operation and management of postal universal service network from the macro and medium perspectives of the industry.However,they have little research on the micro-operational level of the production site of the postal universal service network,especially the discussion and research on the the cooperative management mechanism,support system and internal control management of information resources of universal postal service outlets.Aiming at the existing problems of information resources management mode of universal service outlets in post,this paper carries out a detailed literature review exploration and analysis of the basic status quo.Based on the viewpoint of production site,the production factors of universal service outlets are checked and summarized,the causes are analyzed,and then the solutions for information resources management of universal service outlets in post are put forward..This paper mainly studies the following aspects:(1)Reconstruct the static panoramic perspective of universal postal service network.Based on the summary of the documents,this paper takes the field basic management of universal service network and the basic credit services of universal service as the breakthrough point,collates and summarizes the work content of the production line,reconstructs the static production factors of postal universal service network,and lays the foundation for the follow-up research.(2)Optimizing the Collaborative Management Mechanism of Information Resources in Universal Postal Service Networks.Based on the national self-survey report of postal outlet business management,taking the survey reports of Beijing,Jiangsu,Qinghai and Xinjiang as the analysis samples,this paper draws the short boards of basic management,personnel management and internal control management of postal universal service outlets,and puts forward the scheme ofoptimizing the cooperative management mechanism of information resources of postal outlets.(3)Exploration on the construction of talent team of network information resources management under the cooperative mechanism.In this paper,based on the distribution of the literature quantity of "Post Informatization" in HowNet database and the development track of enterprises in recent ten years,we propose to improve the incentive mechanism driven by science and technology,and try to build a long-term mechanism operation mode of production,education and research.(4)Under the internal control mechanism,the technical guarantee scheme for the information resources management of universal service outlets is proposed.This paper puts forward some suggestions on the construction of universal service network information resources management platform framework and upgrading internal control management means.From the perspective of resource integration,it puts forward some suggestions on exploring the internal control mode of "11185call center and video surveillance networking" and "11185 call center and unmanned post office" service mode,which can provide inspiration for enhancing the ability of supervision,inspection and control of universal service network,and for academia or enterprises.The industry does follow-up research to provide reference.
