Research On The Problem Of Expanding Coverage Of Social Insurance In Tianjin

In order to meet the growing needs of the people for a better life,effectively solve the problems of people's livelihood,the 19 th National Congress of the Party has proposed to "fully implement the plan for the participation of all people".The extension of social insurance coverage is a prerequisite and an important guarantee for the realization of the universal coverage plan.Therefore,under the historical orientation of socialism with Chinese characteristics entering a new era,how to expand the coverage of social insurance has theoretical value and important practical value that can not be ignored.At present,more and more people in China are covered by the social insurance system,but we must also see that the balance of payments is seriously uneven and the gap in funds is increasing.Taking the situation of social insurance in Hebei district of Tianjin as an example,this thesis analyzes that the high collection and payment rate in the social insurance extension work leads to heavy burden on enterprises;Tianjin pension payment pressure;The company's historical arrears and new arrears are serious;Inflexible social security policies;The social security management agency has a single means;The number of insured people and the basis of payment are not true.Then using the interview method and questionnaire method to find out the reasons for the above problems.This thesis analyze the high charging rate and heavy burden of enterprises in the work of social insurance expansion;low pension investment yields;serious arrears and new indebtedness of companies;undertaking step of different methods to promote its participation in the classification of uninsured people;rare strategies of social security agencies;unreal number of insured persons and the base of paymentin the sample of the social insurance participation and expansion dilemma in Hebei district,Tianjin,Furthermore,through the survey and questionnaire,the reasons of the problem are: the overall economic downturn;enterprise efficiency declining;lack of a practical solution;inflexible social security levy policy;incomplete service level of social security agencies and social security audition.In the end,combining with the actual situation of Tianjin,the countermeasures to expand the coverage of social insurance is that,improving the economic environment;to strengthen investment and operation of social security fund;to formulating reasonable ways to clean up social insurance arrears and flexible policies to promote the participation of all kinds of people and the service level and to realize the universal participation plan,enhancing the audit level of social insurance agencies.
