“How to target the beneficiaries effectively” has always been a problem to deal with.The effectiveness of targeting has been greatly improved,since the implementation of Targeted Poverty Alleviation.Many scholars' research showed that there still were errors of targeting,no matter whether it was objective evaluation or not.Specifically,such errors include errors of inclusion and errors of exclusion.The former means that the non-poor families obtain it,while the latter means that the families who are truly poor do not qualify for the benefit.What is it that lead to the errors of targeting?The existing explanations for this issue can be broadly classified into the following two categories.Some scholars believe that improper indicators lead to the errors.While the others think implementation cause the errors.In fact,these two perspectives are closely related to the targeting methods involved in the policy.The former emphasizes indicator targeting,while the latter pays more attention to the community-based targeting.However,the above two types of explanations all ignore the fact that these two methods are not isolated in the targeting.On the contrary,there may be contradictions between the two methods.Considering the limitations of the past researches,this paper hopes to use dual targeting mechanism conflicts as an entry point and provide a new perspective for understanding the errors.Due to the dynamic and procedural characteristics of these conflicts,this paper aims to restore targeting process,analyze dual targeting conflicts and the subject assessment of targeting errors through qualitative research methods.To sum up,14 members of township W were investigated by in-depth interviews.First of all,there are conflicts in the dual targeting mechanism.Secondly,these conflicts make the subjective errors of targeting(including subjective errors of exclusion and subjective errors of inclusion)...
