The Targeting Research On The Poor In The Targeted Poverty Alleviation

Because of the low accuracy of the poverty-stricken population,the policy of the poverty-stricken population has not been implemented to the groups that really need help,seriously affecting the implementation of the policy of poor population.For this reason,this paper argues that it is necessary to face up to the actual deviation of taking targeted measures in poverty alleviation,analyze the causes of the deviation,and put forward some suggestions for the targeted measures against the poverty-stricken population.Based on a year of field survey in the provincial poverty village-Village S,City C,using the poverty line,principal-agent,rational “economic man” hypothesis and other theories,This paper analyses some aiming deviation problems carefully,such as some people are not included in the scope of the targeted poverty alleviation,the village cadres deviate the implementation of the policy and the villagers pursue the profit in the file creation.From the agent of the policy execution,the target of execution and the execution environment etc,the paper analyses some causes of deviation that loopholes of the policy lead to the incomplete coverage of the poverty-stricken population,that complex social conditions lead to the difficulty of the policy implementation and that villagers pursue profit selfishly.In order to improve the accuracy of the aim at the poor,this paper argues that four aspects should be considered to optimize the poverty targeting mechanism:first,attach great importance to the differences of poverty alleviation policies,optimize poverty index unceasingly,fill up the policy loopholes and dispose the resources of poverty alleviation scientifically;Second,make the strict screening mechanism of the poverty-stricken population,strengthen the dynamic management of the information of the poverty-stricken population,standardize the identification of the poverty-stricken population,and set up the mechanism of timely exit the poverty population;Third,strengthen the training of the poor,establish support mechanism,and enhance self-ability of the poor to ensure that poor people out of poverty on schedule;Fourth,improve the accountability mechanism,strengthen the check of duty,improve the external supervision and strict punishment assessment to ensure the implementation of poverty alleviation policies.
