Targeting Mechanism Of Precision Poverty Alleviation In Tang Yin County,Henan Province

Since the poverty alleviation and development,China's poverty alleviation work has achieved remarkable results.In the new era,China is facing a more difficult task of poverty alleviation.With the accelerating pace of precision poverty alleviation,development-oriented poverty alleviation has become the main theme of poverty alleviation work at the grassroots level.Poverty alleviation targeting is always an inevitable problem in the implementation of precision poverty alleviation work.This problem seriously affects the practical effects of the precise poverty alleviation policy and the trust and support of the people,thus blocking the orderly advancement of the national anti-poverty strategy.This is the problem and challenge faced by precision poverty alleviation.This paper adopts the method of qualitative research,selects Tangyin County of Henan Province as a research case,and studies the main factors affecting the operation effect of poverty alleviation aiming mechanism by studying the aiming deviation problem in the process of precise poverty alleviation aiming,and discusses the optimization path of poverty alleviation aiming mechanism..Through detailed policy review,the article refines the precise poverty alleviation targeting mechanismof Tangyin County and analyzes its operational characteristics.Based on the research technique of grounded theory,this paper analyzes the causes of the aiming deviation in Tangyin County's precision poverty alleviation,and combines the field,rational choice,and elite capture theory to explore the factors affecting the functional effects of the poverty alleviation targeting mechanism.The study found that the limitations of the bureaucratic administrative organization system,the superior policies and the ambiguity of specific implementation policies,and the policy implementation conflicts in the targeting process are the main reasons for the targeted deviation of Tangyin County's precision poverty alleviation.This is mainly because the operation of the targeted poverty alleviation targeting mechanism in Tangyin County is embedded in the government's administrative operation system.The main body of poverty alleviation is the main body of poverty alleviation work,which is undertaken by the county government and its related work departments.The shortcomings and the ambiguity of the poverty alleviation policy have led to a certain degree of deviation in poverty alleviation.At the same time,poverty alleviation,which is mainly implemented at the rural level,is influenced by the village culture and rural governance structure.The existence of the field environment and elite capture makes it difficult to avoid poverty alleviation.The article believes that the following three paths can be used to optimize the targeting mechanism of Tangyin County's precision poverty alleviation.First,pay attention to the influence of endogenous and exogenous factors,mainly including focusing on the construction of multi-targeted subjects and focusing on the influence of village structure on poverty alleviation targeting mechanism.Second,through the establishment of big data platform to strengthen data management for poor households,Third,improve the supervision and assessment system for poverty alleviation.
