Food safety is closely related to everyone's health.The food safety incidents that have occurred in recent years have made food safety a livelihood issue of great concern to the public.Because food safety is a public good in nature,the market often fails in the face of food safety issues.In this case,food safety must be regulated by the government.However,there are problems with government regulation of food safety.One is that there are insufficient food safety supervisors in government departments compared with a large number of food production and management entities.In the foreseeable future,due to economic development and national policies,food producers and food operators will continue to increase,while food safety supervisors under government financial constraints will not be able to increase accordingly.In addition,food safety regulation is also facing the contradiction between food consumers and food producers.On the one hand,food safety related to consumers' life and health,and on the other hand,the business environment of legal food producers and operators,both of which must be protected.These all put forward higher requirements for food safety regulation.Food safety supervision should be as accurate as possible,improve the efficiency of food safety supervision personnel,and reduce“mistakes”to meet the requirements of social development.Based on this,this paper studies the precise supervision of food safety in Zhejiang Province to promote the further improvement of food safety supervision.This article consists of seven chapters,which are mainly divided into five parts.The first is the introduction,which discusses the research background,research purposes and expected goals of the thesis,and summarizes the research status at home and abroad.The second is the definition of relevant concepts and the theoretical basis,defining the concepts of food safety big data,credit elements,risks,and expounding big data theory,credit system theory and risk management theory.The third is to sort out the status quo of Zhejiang food safety government supervision.At present,the problems of food safety supervision in Zhejiang Province include insufficient supervision work,inaccurate regulatory targets,lagging supervision,and poor punishment measures.The main reasons for these problems are inadequate analysis of regulatory data,inaccurate distribution ofregulatory power,and incorrect regulatory measures.The fourth is the strategy to achieve precise food safety supervision in Zhejiang.After learning from the food safety supervision experience such as data supervision and risk adjustment supervision in Europe and America,this paper puts forward the construction idea of realizing the accurate supervision of Zhejiang food safety.This construction idea is divided into core method and supporting measures.The core method is to build a supervisory and big data collaborative supervision way to replace the current regulatory approach.Through this new approach,the regulatory force will be fully utilized to accurately interface with the bad food production and management entities.The supporting measures include food compulsory insurance,credit restraint,food testing,staffing system and talent construction to assist in the accurate supervision of food safety.The fifth is the conclusion of the paper,which refines the important points of this paper and summarizes them.
