The importance of agricultural modernization was highlighted in the No.1 Document of the Central Committee in 2018: Emphasizing that“the modernization of agriculture and rural areas can bring about the modernization of the country” and it is required to promote the organic connection between small farmers and modern agricultural development.The basic characteristics of modern agriculture are the specialization,standardization,scale and concentration of agricultural production.The large-scale operation of agriculture is conducive to promoting the centralized production of agricultural products,facilitating the standardization of production,facilitating the large-scale investment in machinery and equipment,and improving the efficiency of agricultural production.The objective requirements for developing modern agriculture.Moderately large-scale operation of agriculture has become an unstoppable trend.In many areas,grassroots governments have actively intervened in the process of collective land transfer in order to accelerate the realization of large-scale agricultural operations,and to reduce the spontaneous transfer of farmers’ agricultural land by promoting the collective circulation of rural land.There may be problems such as asymmetric information,high transaction costs,and difficulty in concentrating land.However,in some areas,in the process of leading the collective transfer of agricultural land,the grassroots government has appeared some behaviors that violate the wishes of farmers and violate the rights and interests of farmers.This has led to the emergence of some social contradictions,which has brought certain hidden dangers to the stable development of society.Therefore,in the process of promoting the moderate scale operation of rural land,it is necessary to pay more attention to the main status of farmers,and carefully analyze the willingness and influencing factors of farmers’ participation in collective land transfer.On this basis,we can better formulate appropriate policies and guide agricultural scale operations.To protect the rights and interests of farmers.This paper takes the central and western regions as the research object,obtains samples through stratified sampling in Hubei and Yunnan provinces,obtains first-hand survey data through field investigation,and uses the obtained data for statistical analysis and empirical research to analyze which factors are to a large extent.It affects the willingness of farmers to participate in the collective transfer of land.There are five parts in the article.The introduction part explains the background of the article and the significance of the research,describes the research progress of the literature on land collective transfer at home and abroad,introduces the related concepts of the collective transfer of farmers’ land and the theoretical basis involved.The research content,research methods and existing innovations and shortcomings.The second part is the research area overview and sample analysis,and introduces the selection of the research samples and their basic characteristics.The third part analyzes the willingness and influencing factors of farmers’ participation in land collective transfer in the survey area,classifies and describes the willingness of farmers to participate in the collective transfer of land,and analyzes the farmers’ willingness to participate,the expected tenancy of farmers and the satisfaction of farmers’ participation in collective land transfer.The fourth part is the empirical analysis.Using the Logit binary regression model,it is found that farmers’ land rights cognition,head of household and social capital have positive influence on the willingness of farmers to participate in collective land transfer.The problem and the total area of cultivated land at home have negative impact on the willingness to participate in the collective transfer of land;whether the head of household has received professional training,whether the head of household is involved in social endowment insurance,whether the transfer fee is paid in one lump sum,whether there are village cadres and relatives in the family and friends,Five factors have no significant impact on the willingness to participate in collective land transfer.The fifth part is the conclusions and countermeasures suggestions.The conclusions are drawn through the full text,and the corresponding countermeasures and suggestions are put forward on this basis.Through the research,the paper draws the following conclusions: First,the farmers in the sample area are more willing to participate in the collective transfer of land;second,there are many problems in the collective transfer of land.The most important problem is that the transfer cost is too low and the transfer process is unfair and needs continuous improvement.To improve the farmers’ satisfaction with the collective transfer of land;thirdly,the farmers’ land rights cognition,the age of the head of household,and the social capital have a positive relationship with the farmers’ willingness to participate in collective land transfer,and believe that there is a recent collective transfer of land.The problem and the total area of cultivated land at home hindered the willingness of farmers to participate in the collective transfer of land.According to the above conclusions,this paper proposes countermeasures: First,liberate the peasants’ thoughts and strengthen the farmers’ cognition of the collective transfer of land;second,establish a comprehensive rural land collective transfer price and guarantee mechanism;third,make the rural land transfer mode diversified The fourth is to standardize the circulation order and improve the local land collective transfer management measures;the fifth is to strengthen the law enforcement inspection and supervision of the collective land transfer process.
