| PPP(Public-Private-Partnership)also refers to public-private partnership,which means that the people’s governments at all levels select enterprise legal persons or other organizations within and outside the People’s Republic of China according to law,sign an agreement,authorize enterprise legal persons or other organizations to build operations within a certain period and scope.Activities that operate specific infrastructure and utilities,providing public goods or public services.The government has also changed from the producers and providers of the original services to the arrangers of the services.From the past experience,for PPP projects have the characteristics of long cycle,large capital and high complexity,choosing the right partner is the key to the success of the project.Therefore,the choice of the most appropriate partner to choose the standard is an important issue worth exploring.Based on this,this paper discusses the government selection dimension of PPP model in China.The research results have important guiding role for the government to choose suitable partners in PPP projects,and also contribute to the sustainable development of PPP model to improve the supply of public services.The goal of reducing costs and improving public awareness and happiness.From the perspective of public management,this paper aims to explore the selection dimension of government partners in PPP projects,and focus on various theoretical issues of government selection partners in PPP mode.Through literature research,qualitative analysis,case analysis and other research methods,PPP The model government chooses the dimensions of partners to conduct in-depth theoretical and practical discussions.The thesis consists of eight chapters,which are discussed in the light of the research ideas of “discovering problems—analysing problems—forming hypotheses—arguing hypotheses—solving problems”.Firstly,according to the relevant theories of PPP model,the value judgment of the research and the theoretical state of the research are constructed,and the description is made by describing the basic situation,selection objectives,forms and methods of the PPP project government selection partners.At present,the government has problems in selecting partners.Secondly,this paper analyzes the government’s choice of partners,traces the reasons why the government chooses partners inappropriately,and establishes the research hypothesis based on theoretical value and practical problems,namely,PPP project government cooperation.The choice of partners should focus on the comprehensive strength,publicity,controllability of the partners and separately explain the rationality of the three dimensions.Finally,this paper starts from three major dimensions,and builds specific measurement indicators for each dimension and how to achieve It is elaborated to make the assumptions of this paper operability. |
