The rural revitalization strategy proposes that industrial prosperity is the prerequisite for solving agricultural and rural problems.It is necessary to adhere to green development and high-quality development,accelerate the construction of agricultural industrial systems and management systems,form key industrial agglomerations,extend industrial chains,enhance value chains,and cultivate agricultural production new kinetic energy.Adhere to the decisive role of the market in resource allocation,so that production factors and various business entities are market-oriented and exert their respective internal motivations,thereby enhancing agricultural competitiveness and total factor productivity,and accelerating the structural reform of agricultural supply side.Hebei Province is China's main grain producing area.In recent years,it has faced problems such as slow growth of agricultural output value.In order to adapt to the development of rural industrial revitalization in Hebei Province,we must work hard to improve the development of agricultural production service industry.We need to improve the quality of agricultural labor,increase investment in agricultural science and technology,and enhance the level of agricultural mechanization.In order to accelerate the professionalization and,make the agricultural production services marketable,we can effectively play the role of agricultural modernization services,and thus achieve better agricultural economic and social benefits.The paper is based on the summary of relevant literature at home and abroad,the thesis first defines the concepts of agricultural production service industry and production service industry.At the same time,based on the theory of professional division of labor,industrial organization theory and industrial cluster theory,combined with the current situation of the development of agricultural productive service industry in Hebei Province,and a comparative analysis of the development of agricultural production service industry in Henan Province,Shandong Province andHeilongjiang Province,it is found that the agricultural production service industry in Hebei Province currently has a low degree of specialization in service organization and technology.The shortage of talents,the low degree of greening of agricultural resources,the low level of agricultural mechanization,and the imbalance of rural financial services development are mainly caused by the intersection of public welfare services and market services,weak policy support,and imbalance between supply and demand in agricultural productive services,the agricultural industry chain services are not deep enough and other reasons.By drawing on the development experience of agricultural production service industry in Japan and France,it provides a good idea for the optimization of agricultural service organization structure,agricultural science and technology system construction,and rural financial service reform.At the end of the article,the countermeasures and suggestions for the development of agricultural productive service industry in Hebei Province were put forward from the macro and micro levels.The macro aspect mainly refers to accelerating agricultural policies,innovating agricultural land systems,increasing land or production custody models,and laying the foundation for the realization of large-scale agricultural development.The micro aspect mainly refers to strengthening cooperation and competition among various service entities and making the financial services sector marketable,innovative agricultural research systems,and incentives to encourage agricultural operators to absorb more agricultural science and technology talents.
