Research On The Operating Mechanism Of Precise Entrepreneurship Poverty Alleviation Model Under Willingness,Resource And Capability Constraints

19th CPC National Congress reports that poverty alleviation work has made decisive progress in the past five years since the 18 th CPC National Congress,which shows sixty million poor people have been out of poverty,and the poverty rate fell from 10.2% to under 4%.However,the task of poverty alleviation is still arduous,which requires the whole Party and the whole society to work for the precise poverty alleviation and cultivate self-reliance ability of the poor.Entrepreneurship poverty alleviation is one of the ways to help drive the poor to start their own business and improve the economic situation in poor areas.But the poor is always affected by entrepreneurial willingness,resource and capability constraints.As a result,it is very difficult to effectively promote economic growth and achieve the goal of poverty alleviation under the established mode and policy of entrepreneurship poverty alleviation.Based on this,these people are our research objects who overcome poverty through precise entrepreneurship poverty alleviation.In this thesis,the operating mechanism of the precise entrepreneurship poverty alleviation model is explored under the constraints of willingness,resource and capability,with a view of breaking the limitations of endogenous endowment constraints and institutional framework.In the first chapter,the background,purpose and significance of this thesis are introduced.The research status at home and abroad are discussed about operating mechanism of precise entrepreneurship poverty alleviation model under willingness,resource and capability constraints.In addition,the current research on this problem are pointed out,and the research contents and methods are expounded.In the second chapter,the precise connotation and constraint connotation of the precise entrepreneurial poverty alleviation mode under the constraints of willingness,resource and capability are defined.The theoretical foundation is constructed,thus the basic assumptions are put forward.In the third chapter,some poor counties of Enshi city and Huanggang city were chosen as the research area.Then,variables,scale and questionnaire about operating mechanism of precise entrepreneurship poverty alleviation model under willingness,resource and capability constraints are designed,the data of questionnaire survey,questionnaires is analyzed descriptively,and the empirical research method is designed.In the fourth chapter,there are three models are constructed,including a mediating effect model based on willingness,resource and capability constraint,a moderating effect model based on the self-service mechanism,and a multi-level linear model based on mutual aid mechanism and other help mechanism.Through the model analysis,following conclusions are drawn: precise entrepreneurial poverty alleviation mode has a positive impact on the relief effect of poverty;the crack of willingness,resource and capability constrains has a positive impact on the relief effect of poverty,and has a mediating effect on the process that precise entrepreneurial poverty alleviation mode positively affected poverty alleviation effect;the self-service mechanism and mutual aid mechanism have positive moderating effect on the process that the crack of willingness,resource,and capability constrains positively affected poverty alleviation;the other help mechanism has a negative moderating effect on the process that the crack of willingness,resource and capability constrains positively affected poverty alleviation.In the fifth chapter,suggestions are put forward about the operation of the model of precise entrepreneurship poverty alleviation under the constraints of willingness,resource and ability.These suggestions include "inclusive policy + preferential design","special policy + comprehensive policy design","centralized village + decentralized village policy design","region + village + household policy design ","personal + Organization policy design ".In the sixth chapter,the conclusions of this thesis and innovation points are clarified,the research prospect is carried out.
