| The 19 th National Congress of the Communist Party of China put forward the strategy of Rural Revitalization to support and encourage migrant workers to return to their hometown for innovation and entrepreneurship.According to the 2018 migrant workers monitoring survey report,the total number of migrant workers in 2018 was 288.36 million,of which 135.06 million were migrant workers entering the city,a decrease of 2.04 million or 1.5% over the previous year.During the two sessions,the issue of stable "employment" will be promoted to the national macro development strategy.A large number of returned workers will return home.In the short term,the rural employment environment will appear the imbalance of labor supply and demand.Under the current situation,it is necessary to start businesses to promote the employment of farmers,so as to realize the normal revitalization of rural areas with rich farmers and rural development.Based on pest three-level indicators,this paper analyzes the entrepreneurial environment of Caoxian,uses factor analysis and binary regression to analyze the social factors that affect the entrepreneurial willingness of migrant workers returning home,uses the leadership scenario theory to determine the target groups to enhance the entrepreneurial willingness,and based on the empirical results,puts forward relevant suggestions to the entrepreneurial individuals and governments in Caoxian.The research content of this paper is as follows:First,it analyzes the current situation of the entrepreneurial environment in Caoxian.By sorting out the statistical yearbook of Caoxian County in Heze City from 2014 to 2018 and the policy documents of the human resources and Social Security Bureau,this paper analyzes the current situation of the entrepreneurial environment in Caoxian county according to R &D personnel,R &D investment,number of effective invention patents,entrepreneurial parks and incubators.The conclusion is that the overall level of the economic environment,political environment,social environment and technological environment of returning home and entrepreneurship in this region is better than this one Provincial average level,and gradually optimize the entrepreneurial environment.Secondly,through combing the literature,we finally decided to study from the perspective of social embeddedness,and based on the survey data of Caoxian County,we proposed the following assumptions.Hypothesis 1: the entrepreneurial atmosphere in rural areas is positively related to the entrepreneurial willingness of migrant workers returning home.Hypothesis 2: perceived social network support is positively related to the entrepreneurial willingness of migrant workers returning home.Hypothesis 3: the entrepreneurial model is positively related to the entrepreneurial willingness of migrant workers returning home.Hypothesis 4: entrepreneurial policy is positively related to the entrepreneurial willingness of migrant workers returning home.This paper uses factor analysis and binary logistic regression to test the above four hypotheses.Finally,based on the maturity of subordinates in situational leadership theory,this paper determines the target of promotion and puts forward policy recommendations.Focus on those migrant workers who have entrepreneurial ability but have no entrepreneurial intention(i.e.at M3 stage).Based on the analysis of the actual situation of migrant workers returning home,the following conclusions are drawn: from the demand theory,expectation theory and other aspects,potential entrepreneurs should be stimulated to generate entrepreneurial willingness;local governments should create a social atmosphere to encourage entrepreneurship,optimize the social network environment,pay attention to the role of entrepreneurial role models and adhere to improve social service training. |
