The economy has shifted from high-speed growth to high-quality development with the gradual deepening of the supply-side structural reform and the continued strengthening of financial supervision since 2016,and the financial format and market situation in China are undergoing profound changes.The slowdown of economic growth,the upgrading of industrial transformation,the transformation of financing demand and the rise of internet finance,et al.have prompted changes with the trend of commercial banks.The co-existence of opportunities is that there are also more and more risk factors to test the managerial and administrative expertise of commercial banks,such as internal operation errors,personnel violation of discipline,process loopholes,management defects and other operational risks emerge in endlessly,including both high frequency and low loss daily operation errors,and low frequency and high loss major risk events,even catastrophic events that endanger the survival of banks,which put forward a higher and newer requirements for bank operational risk management.Therefore,it is necessary to continuously improve and optimize to meet the risk prevention management requirements due to the wide range of operational risks,fine control process and high policy requirements,so as to ensure the healthy and sustainable development of commercial banks.This paper starts with the theory,explains the conception of risk,commercial bank risk and operational risk of commercial bank,introduces the classification of operational risk,analyzes the characteristics of operational risk and introduces the theory of overall risk management and agency by agreement,et al.This paper introduces the operational risk management framework and process of Gansu Branch of Bank of Communications,analyzes its typical cases in depth though literature research method,descriptive statistics and case analysis.This paper points out that there are five problems in the operational risk management of Gansu Branch of Bank of Communications,such as misplacement of management ideas,lack of strict process control,limited collection means of operational risk data,imperfect information technology system and insufficient personnel power.Further research is carried out based on the above-mentioned problems,and the reasons of four aspects are summed up as follows: the concept of operational risk management is weak,the internal control is not perfect,the use of tools is inadequate and the personnel mobility are large.On the basis of analysis and reflection,this paper proposes a total of five strong local operational measures and practices to construct a complete and effective operational risk control mechanism,perfect the operational risk assessment system,optimize the operational risk management tools,enrich the operational risk management team and cultivate a good operational risk culture.
