| Sanya,as an important city in Hainan Province,plays an important role in the development of international tourism island.At the 19 th National Congress of the CPC,the CPC Central Committee put forward new requirements for Hainan's development.Especially in April 2018,the Guiding Opinions of the CPC Central Committee on Supporting Hainan's Deepening Reform and Opening-up,it put forward the development direction and strategy for Hainan's tourism development.While Sanya's tourism is developing rapidly,it calls for the development of rural tourism.In the past 20 years,the development process has gone through ups and downs.The convening of this conference put forward the strategy of rural revitalization,and the development of rural tourism is undoubtedly a new opportunity for the development of the scenic spot of Sanya Xidao Island.Xidao fishing village is the original island fishing village,mainly through the development of tourism to promote the transformation of Fisheries industry,looking for new economic growth point of Xidao fishing village,in order to increase the income of residents of Xidao fishing village and realize the strategy of rural revitalization.Xidao fishing village tries to increase fishermen's income through the development of fishing village tourism,but since December 2017,the income of fishing village residents has not obtained the tourism income due to tourism development.Fishing village residents are in a "no right" state in tourism development,and the participation of fishing village residents in tourism has been greatly reduced,which is far from the realization of rural strategy.Tourism empowerment refers to the act of giving relevant powers to the relevant community residents in the tourism development sites,so as to coordinate the power balance in the process of tourism development and promote the participation of community residents in tourism development.Firstly,based on the theory of tourism empowerment,this paper analyses and discusses the connotation of tourism empowerment theory and fishing village tourism,and points out the importance and guidance of tourism empowerment theory for fishing village tourism development.Then,taking Xidao fishing village as the object of investigation,field investigation was carried out by household interviews,questionnaire survey and other methods.The current situation of tourism empowerment of residents in Xidao fishing village was analyzed in depth by using relevant literature,interview records and statistical data.Through investigation and research,it was found that the residents of Xidao fishing village lacked the right to speak and participate in the process of tourism development: the residents of Xidao fishing village lacked the right to participate in political empowerment.Loss of economic empowerment;relatively low tourism income,relative shortage of tourism employment opportunities and low participation in tourism of residents of fishing villages in West Island;desire to receive tourism-related education and skills training in fishing villages in terms of psychological empowerment;lack of institutional guarantee in social empowerment.Finally,according to the characteristics and actual situation of Xidao fishing village,based on the theory of empowerment,this paper puts forward the development model of tourism in this fishing village:(1)Indirect participation model of residents in Xidao fishing village: entrusting a credit fund to manage the fishing village residents to obtain tourism dividends through land sales,investment and other means in Tourism development,so as to achieve the purpose of increasing tourism income of residents in fishing village.The government plays a leading role in guiding the residents of fishing villages to participate in the joint-stock cooperative system and other tourism development activities;(2)Direct participation model of the residents of Xidao Island: individuals of fishing villages participate in tourism development by selling land,houses,funds,labor force and other forms,without entrusting a third party to manage.Then the author put forward relevant countermeasures,in terms of political empowerment,we revise and improve the relevant laws and regulations,so as to improve the management system and regulations of tourism administrative departments;in fishermen's entrepreneurship and reemployment,we establish a reasonable mechanism for fishing village residents' tourism income;in terms of psychological empowerment,we should build information communication platforms,strengthen education and training;in terms of social empowerment party,we should improve the infrastructure of tourism services and strengthen the construction of harmonious organizations. |
