Under the promotion of "The Belt and Road",the international economic and economic situation has changed,a new international division of labor has been formed,and the competition facing high-tech industries along the line has become increasingly fierce.Developed countries have long allocated low-profit and low-value-added links in the value chain to developing countries and control their core technologies and brands,resulting in countries along "The Belt and Road" mostly at the bottom of the international vertical davisionof labor system and at the low end of the global value chain.Facing the low-end embedding of the value chain,it is imparative to increase the competitiveness of China and countries along"The Belt and Road " in the global value chain.This article is based on the perspective of global valtue chainn First,according to the smile curve model,the value chain status of the high technology industry along "The Belt and Road" marea is analysed,and the international competitivenes level of the high-tech industries along the border is prelimnedarily determined;Secondly,usina the meaterement method of export complexity to verify the international competitiveness of the high-tech industries and their sub-sectors in 52 countries along "The Belt and Road in 2012 to 2016;egain,Selecting production factors,institutional factors and scale econosy to regress the analysis of incernational competitiveness of high-tech indastries;Finally,based on the empirical analysis results of the influencing factors,we propose targeted measures to improve the international competitiveness of China's high-tech industries.The main resuits are as follows;(1)The aviation and spacecraft mamufecturing imdustries in Russia,Ukraine,Czech Republic,Poland are in the research and development process,and the level of intcernational competitiveness is high.The electronics and communication equipment mauriacturing industries in Belarus,Poland,Czech,Republic,Hungary,Israel and Southeast Asia are in the research and development process,and the level of international competitiveness is high;pharmaceutical manufacturing in the Czech Republic,Hungary,Slovakia,Poland,Israel,and Singapore is in the R%D process,with a high level of international competitiveness;medical equipment and instrumentation manufacfturing and computer and office equipment manufacturing industries in the countries along the line are low-end production,the level of international competitiveness is low.(2)The international competitivenvss of high-tech industries in Southeast Asia,West Asia,South Asia,Central Europe,Eastern Europe,East Asia and China has gradually increased.In 2016,tbe high-tech industry in Southeast Asia has the highest level of in ternational competitiveness,followed by China,Centrai Europe,Eastel:Europe3 West As la,the Commonwealth of Independent States,South Asia,and finally East Asia.From the perspective of sub-sectors,only China's computer and office equipment manufacturin g industry has strong international competitiveiess and ranks high.(3)Factor endowmcnt,institutional factors,and industry scale have a significant impact on the international competitiveness of China's high-tech industries,but the investment of foreigrn-funded enterprises has an inhibitory effect on the competitiveness of China's high-tech industries.(4)The promotion of China's high-tech industries international competitiveness is mainly trough oultivating high-tech talents,broadening the channels for enterprises to obtain funds,correctly guiding and effectively utilizing foreign direct investment,solving technical barriers to trade,and establisking sound export incentives for high-tech products aspect.
