Study On Collaborative Governance Of X City Urban Rail Transit PPP Project Construction

In 2015,The X City Municipal government approved the Overall PPP Operation Scheme of X City Urban Rail Transit Project,and the rail transit project started operation,mainly adopting two PPP cooperation modes of design,construction and operation and maintenance.After multi-party cooperation,1/2/3 lines were put into operation in June 2021,with operating indicators exceeding the expected level and meeting the requirements of national standards and industry norms,showing initial results of cooperation between the government and private capital.At present,more cities are opening rail transit to promote the process of modern cities.It is quite necessary to introduce social capital into this kind of social public infrastructure with long construction cycle and high cost.In this thesis,collaborative governance of X City rail transit PPP project construction is selected as the starting point,in order to obtain some experience and ideas,and promote the later cooperative development of rail transit.On this basis,this thesis adopts the method of literature investigation and study and case analysis research methods,in-depth study and explore the experience of scholars at home and abroad,combined with the collaborative governance,public goods theory,game theory and other theoretical point of view and attitude,based on the experience of the other advanced urban rail transit cooperative mode,analyze the cooperation mode of X City city rail transit and extension.In the implementation process of X City rail transit project construction cooperation,the deficiencies mainly include: long project approval process,lack of professional government supervision,project risks,lack of professional talents,etc.Through analysis and calculation,the author thinks that the reason mainly lies in the lack of normative management level,the appraisal system is not sound,interest distribution mechanism is not sound and responsibility,project risk sharing mechanism is not mature,insufficient professionals in five aspects,and combined with the five aspects of targeted analysis and solution of the comb,In order to promote the development process of rail transit cooperation through the discussion of X City rail transit cooperation cases,from a meager point for the help of collaborative governance.
