Research On Risk Management Of PPP Mode In Urban Rail Transit Project

With the sustainable development of China's urbanization process is accelerating and the economy,people demand for urban infrastructure projects increased dramatically,makes many urban infrastructure projects are scarce,and gradually restricted economy sustainable development trend,at the same time,along with the construction of urban infrastructure projects,government's low income and high investment,but also has become the problem in the world.In recent years,due to the implementation of the strategy of urbanization and often the way that government departments provide the burden of public goods will be more important,role of public-private partnership(PPP)in the infrastructure construction of our country will become increasingly prominent.PPP financing mode in construction project is a new mode,it will government policy support ability and social capital organic combination together,provide favorable conditions for the smooth implementation of the project,the model in the field of urban infrastructure construction in our country has been preliminary application.But due to the participants of PPP financing model many,many factors of uncertainty and rail transit project of large scale of investment,long period of construction and operation,involving a wide range,under the PPP model in urban rail transit project potential risk huge,so risk management problem has been project investors often concerned about an important issue.How to identify,evaluate and control the risk factors of urban rail transit project PPP mode effectively,and improve the level of risk management,which has important application value to the construction of PPP project of urban infrastructure in China.The rail transit project as the research object,using PPP model based on the risk management as the starting point,in the risk management of PPP model based on the risk identification is proposed by using the analytic hierarchy process in risk assessment,and then puts forward risk sharing risk control.The risk management method using basic theory above qualitative analysis and quantitative analysis of a combination of XX city rail transit line R3 were analyzed,and put forward some suggestions in order to handle the risk,for future research on other rail transportation risk management reference.
