| With the development of China’s socialist market economy,the government pays more attention to the construction of social credit system.So we can see that the construction of social credit system is an important task of the socialist market economic system.The first plan of the first national social credit system "social credit system construction plan(2014-2020)" was officially released in June 2014.In the field of tendering,the construction of the tendering party’s credit system is conducive to accelerating the transformation of government functions,improving the efficiency of tendering,ensuring the quality of projects,and curbing corruption.Therefore,the construction of credit system in this field has become the focus of the decision-makers.In our country,with the development of the construction industry,bidding credit is becoming a serious problem,mainly in: the lack of complete and effective credit evaluation system and the corresponding legal laws and regulations;the tenderee purposely avoid public bidding,false tender,illegal bidding mode change;the malicious price,or resort to deceit.To exclude other bidders;market regulation is not in place.In the process of bidding,the construction of credit evaluation index system plays an important role in solving the problem of honesty and credit in the process of tendering and bidding in China.Through analyzing the practice of bidding credit comprehensive evaluation system in Fujian,Shanghai,Tianjin,Chongqing and Jilin,we compare the practice contents of five provinces and summarize the common experience and existing problems in practice.The common experience is to introduce relevant policies,provide system guarantee,set up information platform,provide technical support,quantify behavior indicators,carry out differentiated supervision and perfect credit evaluation system.The existing problems include: index composition;credit evaluation standard;credit information supervision platform;credit evaluation and punishment mechanism.It points out the principles of designing credit evaluation system for tenderers,and analyzes five aspects of comprehensive evaluation system,including evaluation elements,evaluation indicators,index weights,index standards and evaluation levels.Through literature analysis,typical areas of practice,legal documents,expert interviews and summed up five first level indexes and thirteen level two indexes,using fuzzy AHP to establish AHP model of evaluation index,through expert scoring calculated the weight of each evaluation index.Finally,the evaluation index standard and evaluation grade are designed.The scheme of the comprehensive application of the tenderer’s credit information is designed.The principle of the comprehensive application of credit information is expounded,the main body of the credit evaluation index information is discussed,and the clarity of the responsibility for the collection of the index information is ensured.The application mechanism of credit information is formulated from two aspects of information transfer steps and information authentication process.The application of credit information in the process of implementation is discussed respectively in the stage of qualification examination,the stage of bidding and bidding,the stage of calibration,the signing and performance of the contract. |
