The Application Of Analytic Hierarchy Process On The Tendering And Bidding Of Municipal Engineering

Municipal engineering bidding is an efficient way to optimize the allocation ofresources, and to obtain the top project at the optimal cost. In consideration of themultiple features of the municipal project,including strong political nature (relating tothe residents living and social harmony) the large quantity of engineering, the tightschedule multi-participate unit, the engineering project bidding process is morecomplicated compared with general engineering project. In recent years, along with thefierce market competition, the illegal behaviors existed in the bidding process, includingmaliciously keeping the prices down wining the bid with bribery cheating in the bid, areintensified, and the means of cheating are more and more undetectable. Therefore, thefierce bidding competition is easy to cause the corruption of municipal project bidding.And municipal project tendering for bid requires stricter not only on bid evaluationpeople in professional competence and ethics, but also the scientific of evaluationmethods. Practices have proven that AHP evaluation method can effectively reduce thetechnical error in the evaluation process, avoid one-sidedness, reduce the risk ofassessment, and can improve the efficiency of the evaluation.With many years of participating in the municipal project tender and bid evaluation,author adopts the combination of theoretical research and case analysis method in thispaper. The multi-level index system involved is based on the bidding process technicalstandards and related national laws and regulations, and the system includes three levels,twenty-four criterions to evaluate the tender in aspects of construction management andplan performance of tender and project management institution, etc. Each level ofindicator set a number of secondary and tertiary indicators, using AHP to calculate theweight with method of compared in pairs and preference value, then consistency checkon\"ratio\" in pairs is applied to make sure the weight can reflect the tenderfeet’spreference perfectly.From the perspective of the research background, idea, purpose, the seven parts offull text elaborate the significance of municipal engineering bidding the rules andprocess of bidding management and the prospects of AHP applications in differentfields. On the basis of document analysis and case study, this paper also enumerates the specific operation of AHP on municipal project’s evaluation of bid, and the applies ofAHP analytic hierarchy on quantitative analysis of bid enterprise’s comprehensivestrength. In this paper, the DQ project tender is listed as an example, from comparingthe data of the AHP evaluation scheme and the lowest bid evaluation method, thestrengths and weaknesses of DQ project tender AHP solution are dissected in aspects ofproject element risk control index system、AHP analytic hierarchy and managementprocess, and the relevant optimization suggestions of improvement are listed analyzed.
