Intensive Research On Bidding System Towards Railway Construction Project

In the 13th Five Year Plan,the investment on fixed assets will be about 3.5 to 3.8 trillion Yuan in which the railway infrastructure construction will be worth 3 trillion Yuan.More than thirty thousand kilometers of railway line will be built.The promotion of the development of large-scale railway construction railway constructs materials,engineering and design of large-scale,and affects procurement and tendering,bidding and railway projects,duration of the railway construction,quality and cost.It can also ensure project quality and short the construction period.However,there are also some problems in China's railway construction project bidding system,affecting the bidding system to play a role.The main objective of this paper is improving the design of the railway construction project bidding mechanism,to provide guidance to bidding and evaluation of tendering among these projects.First of all,we analyze in detail about the present situation of bidding and evaluation of tendering both at home and abroad and diagnose the problems of railway construction project bidding and evaluation mechanism through referring to various literatures.Under this circumstance,we have identified the key points are the confirmation towards the quality of bidding enterprises,the choosing of evaluation method and supervision mechanism.This paper has made improvements towards all the three points:we have made several indicators to determine the enterprises' quality;we have also included analytic hierarchy process and Vickery theory into the method of bidding and evaluation;finally we have built the conclusion that each level of the agents should be part of the supervision.Through a case study,we have come into a conclusion based on our theory.In this paper,we build a theoretical system of railway construction project bidding system according to asking questions,analyzing problems and solving the problem.Innovation is to optimize the design combing with their characteristics and key aspects of railway construction project bidding,thereby increasing the feasibility of optimal design and practical value.
