With the rapid development of economic globalization,the level of marketization of enterprises becomes higher and higher and the competition of market economy is becoming more and more fierce.The development of enterprises depends not only on the progress of science and technology,but also on the improvement of internal management level.Under the background of the knowledge-based economy,human resource management becomes the core competitiveness of enterprises,directly affecting the market competitiveness of enterprises.Therefore,performance appraisal plays an increasingly important role in improving modern management of enterprises,realizing the strategic objectives of enterprises,improving the core competitiveness of enterprises,and promoting the sustainable and healthy development of enterprises.On the basis of summarizing the current research on performance appraisal theory and its application at home and abroad,this paper conducts a questionnaire on performance appraisal system of Technical R & D personnel in Y Company,seeking the key problems existing in the existing performance appraisal system.Consequently,the performance target is inaccurate,the performance indicators’ design and method are unreasonable,the result of performance appraisal is not fully applied and the effect of that is not ideal.On this basis,this paper analyzes the existing problems which mainly include institutional factors,backward concept,performance appraisal ignoring the development potential of personnel,faulty result feedback.Combined with the problems and reasons of the existing performance appraisal system of technical R & D personnel in Y Company,this paper mainly applies KPI method to design Performance appraisal system including the construction of a strategy-oriented KPI system,the design of the weight and scoring criteria of key performance indicators,appraisal cycle,implement management and result application.At the same time,in order to ensure the new appraisal system can be carried out smoothly,this paper puts forward the safeguard measures and continuous improvements.The study in this paper has the guiding significance for the design of performance appraisal systemfor technical R & D personnel in Y Company,and reference value for the performance appraisal reform of related companies.
