Research On Engineering Consulting Service Model Of PPP

The PPP model is a model of cooperation between the public and the private.It eases the shortage of funds in the government sector,gives full play to the private sector’s capital,technology,and management advantages,and improves the efficiency of the supply of public goods.In recent years,it has gained public works.Widely used,it has also stimulated the growth of business volume in the engineering consulting industry.However,in the face of so many opportunities,engineering consulting companies did not respond in a timely manner and remained in the traditional engineering consulting service model.However,the service content and service methods in the traditional engineering consulting service model could not meet the requirements of the development of PPP projects,so this paper proposes that a new PPP-based engineering consulting service model.Because PPP projects and government direct investment projects are different in terms of meaning,participants,and construction procedures,the content and requirements of the government’s construction subject have changed,and the contents of engineering consulting services have also changed.This kind of change has made it impossible for government agencies to implement major project implementation agencies,and has put forward new requirements for the way in which the whole process of project consulting services has been presented—building a full menu of PPP project engineering consulting services.After the project implementation agency makes a selection based on the full menu,the engineering consulting firm will determine the contractual services for the scope of contracted services.After both the service content and the service method are determined,this paper proposes the model of Menu-based Joint Venture(MJV)and explains its connotation.In order for the MJV model to truly land,it is not enough to just stay on the surface to explain the connotation,and it is necessary to further discuss how to implement joint operations for the service menu.Therefore,this article has conducted in-depth research from the organizational implementation system level.Through the establishment of the Menu-based Joint Venture Model,it will provide reference for the practical operation of engineering consulting companies and provide assistance for project implementation agencies to obtain high-quality services.
