After 40 years of reform and opening up,China's telecommunications industry has completed reforms as breaking monopoly,opening up the market and full-service competition.With the increasingly fierce market competition,communication technology has achieved a leap-forward development from "follow" to "lead".The complexity of network operation and price war are escalating.The demographic dividend and the change of the environment in which income growth is weak,communication enterprises are facing such problems as increasing revenue,declining economic benefits and reducing profitability.Reducing costs and controlling expenditure have become the main measures to cope with competition and achieve development.As the "leader" of China's telecommunications enterprises,China Mobile has upgraded its profit margin assessment requirements,increasing the proportion of provincial companies' profit margin assessment indicators.It is necessary to broaden sources of income and reduce expenditure to achieve the improvement of profit margin.The biggest impact is in the field of network operation and maintenance,which does not directly generate operating income.It has become the first target to reduce expenditure.The real large-scale development of China's mobile network is only in the last decade.The network equipment is facing aging,high failure rate and maintenance pressure,high cost and other issues.Is it feasible to reduce the cost of operation and maintenance? Reduce expenditure,can only do subtraction? How to make full use of new technologies to achieve reduce expenditure is a problem.This paper describes that in the operation and maintenance of batteries,Dingxi Branch of China Mobile has established an innovative project management organization structure by introducing project management theory.Through management innovation,it promotes and guarantees technological innovation,ensures that technological innovation is applied in depth under the restrictions of various resources,and achieves good practical results,and completes the project better.Through case studies,this paper discusses how to make good use of the combination of technological innovation and management innovation to ensure the achievement of project objectives in the daily operation and maintenance work of enterprises.Hope to provide some reference for similar enterprises in the field of operation and maintenance to broaden sources of income and reduce expenditure.
